MAJOR ACCOUNTABILITIES:
Designs, codes, tests, maintains, trouble shoots, documents, and trains on information systems   Produces, plans, and delivers quality information systems. Understands Care Management Departmental goals and identifies and delivers work products and information system solutions to contribute to those goals. 30%
Defines and produces utilization and quality information used to make strategic and operational decisions, and for presentation to external parties using claims and other sources of data. 30%
Provides support for software purchases and installation, and collaborates with IT in purchase and maintenance of computer hardware. Leads projects on new or existing integrated information systems at various levels of complexity. 30%
Provides technical and consultative advice to management. 10%
QUALIFICATIONS:
§ Bachelor’s Degree in Computer Science, Informatics or related field.
§ Advanced working knowledge and experience in the following programming languages is required: Visual Basic 6.0, DB2 SQL,Oracle SQL and DotNet. Proficiency in current programming technology is required.
§ Requires knowledge of advanced technology, business applications, the development process and systems design in such areas as multi-processing and multi-programming, terminal oriented and communication based systems, languages, etc.
§ Knowledge and experience of the life cycle of an application development project including user requirements, gathering, justification to build, tool selection, design, develop, test, implement, support, upgrade, and decommission.
§ Requires a knowledge of computing systems that includes data processing equipment, programming and analysis techniques, operating systems, test and data management.
Should have demonstrated ability to analyze and solve logical problems such as may be found in mathematics, and biostatistics.
§ Knowledge of Crystal Reports, C and C+ is preferred but not required.
§ Experience in medical informatics or healthcare is preferred.
§ Experience with information systems, claims data, groupers, risk adjustment, and working with large databases and query tools preferred.
§ Experience finding the critical path and engineering right-sized, practical business solutions.
EXPERIENCE:
·         Must have five to sevenyears of professional experience in programming/analysis and/or directly related areas.
·         Good communication and negotiation skills in order to interact with site peers, local management and executives on technical issues on project planning.
§ Has demonstrated creativity in assignments and leadership in technical field of specialization.
§ Has made extensive use of improved programming/analysis technology.
DECISION MAKING:
§ Analyzes business requirements, develops and evaluates alternatives, prepares proposals and design specifications for complex programming systems or applications.
§ Major participation in software purchase decisions.
§ Contributes to development of strategy and architecture.
§ Provides technical advice to management, recommending approaches and solutions to complex problems.
ANALYTICAL & CREATIVE:
§ Spends most of the time estimating resource; translating major client requirements into installation modifications; developing plans, schedules for major installation projects; all of which requires a very high degree of innovation and creativity.
§ Analyzes objectives, solves problems, develops requirements and proposals for programming systems, applications and languages.
§ These activities require sophisticated business and technical expertise, extensive programming and systems knowledge, and considerable innovative ability.
§ Keeps technically current with changes and improvements within area of assignment or specialization, incorporating them where applicable. Contributes to the development and improvement of systems programming/analysis techniques.
§ Contributes to the development of new programming/analysis concepts and improvement of existing techniques.
This position reports to Vice President, Care Management Services.
This position is a grade level 16. The starting minimum salary is $5,427.59/mo.
