Job Description:
As the Manager of the Training Directorate IMI group, the right candidate will be responsible for leading all IMI developers (Training and Development Specialists) across multiple facilities. He or she will oversee development of Interactive Multimedia Instruction (also known as eLearning, CBT, WBT) offerings and ensure developers are proficient developing IMI courseware that is experiential, intuitive, informative and consistent with sound instructional design principles and adult learning theory, and in-house or customer style guides. Ensure a consistent approach for interactivity in IMI. Ensure that IMI development includes traceability back to the course design''s learning objectives. Assign IMI developers to assist instructional designers with job/task analyses, course design, written/performance tests as needed. Ensure all training courseware functions accurately and that it conforms to established standards and styles. Coordinate with graphic artists and programmers as required, and assist with programming and media as needed. Ensure compliance with SCORM, 508, and other regulations and standards for all electronic components. Support the instructional design team with various additional duties as assigned. Position may require some travel to conduct instruction, support development and validation of course materials.
He or she will provide the necessary expertise to ensure our IMI products meet or exceed the customer''s expectations. The IMI Manager will also drive cost efficiency, and continuous improvement for Content Development and Delivery (CDD). This will include driving execution and year over year improvement. The IMI Manager reports to the Training CDD Manager.
Primary job responsibilities include but are not limited to the following:
Lead a Team of training and technology professionals to ensure the organizational vision is achieved
Lead and participate in proposal development
Support BOE development
Support EAC development
Provide Engineering Labor Forecasting input
Develop and Maintain Standard Operating Procedures
Coordinate CMMI activities across the IMI CDD group
Ensure timely and effective IPDS Gate process compliance
Do performance screens, conduct performance discussions, and complete performance development (PD) forms, ensuring alignment with organizational goals
Conduct staffing (hiring) and manpower planning (maintaining ELF data as assignments change)
As requested by Program Engineering, assign Program Engineers/Task Leads
Make assignments to develop BOEs, greensheets, PMR quad charts, etc.
Monitor schedule, cost, and performance against the plan
Verify that metrics are recorded
Ensure organizational training (OTT gaps), and professional development of functional skills
Help rollout new technology tools
Ensure compliance with process operating procedures and CMMI
Assign tasks to continually improve the functional organization
Communicate and coordinate closely with other directorate groups
Assign other duties as needed to meet business objectives
Handle local site issues as the site lead
Deal with staff issues locally in coordination with the functional supervisors
Handle resource management for the site

Required Experience, Knowledge, Skills & Abilities:
Qualified applicants may be subject to a security investigation and must meet minimum qualifications for access to classified information.
At least 10+years experience in Interactive Multimedia Development and Delivery (Years of direct IMI experience considered in lieu of degree) with PC-based tools to prepare training / technical documentation or developing CBT/WBT/Interactive Multimedia Instruction materials using authoring systems such as Flash, Dreamweaver, Authorware, XML or HTML.
Proficient in Instructional Systems Design
Experience in developing and implementing Program Management Plans
Experience leading major proposal activity. Experience leading diverse teams in a collaborative fashion
Experience with the standard Microsoft Office Suite as well as MS Project
Experience developing metric dashboards and performing statistical analysis
Experience presenting to senior level leadership team
Communication, presentation, analytical and problem solving skills
Desired Experience, Knowledge, Skills & Abilities:
Demonstrated ability to work in a collaborative fashion with diverse and widely dispersed teams
Experience in organizational change or transition management
A solid understanding of technical issues surrounding development and deployment of web applications.
Proven development of training simulations for software, internal systems and/or product training. (e-Learning experience or implementations) a plus
Technical knowledge and working experience in eLearning methodologies and curriculum development
Knowledge/experience with Learning Management Systems (LMS), SCORM, and Section 508 desired
Experience with web/multimedia development tools such as Flash and Dreamweaver a plus
Ability to act autonomously and direct personnel in remote locations.
Experience interacting with customers is preferred.
Knowledge of the current practices in DOD training, or corporate training. Keeps abreast of training and development research and the state of the art.
Required Education
B.A. or B.S. in Instructional Design/Technology, Technical Communication, Education or related discipline. Masters Degree preferred
