QUALIFICATIONS:
EDUCATION:
· Bachelor’s Degree in Computer Science or related field is required. Four years of related experience can be used in lieu of the degree.
· Master’s Degree is preferred.
EXPERIENCE:
· Minimum of 7 – 10 years of relevant Information Technology experience. Must have demonstrated two years experience successfully leading and directing a group of professional IT staff. 3+ years previous Enterprise Architecture leadership experience is preferred. Experience can run concurrently.
· Requires deep technical knowledge at a structural and strategic level across a broad range of IT disciplines including current applications development methodology/languages, project management and service capabilities with experience in some or all of the additional disciplines of database administration, networking, operational capabilities, server platforms, messaging, middleware, security and communications.
· Extensive experience with complex, heterogeneous information systems in large organizations with significant reliability, performance and security requirements.
· Strong negotiating and influencing skills.

· Establish and maintain the Enterprise Architect Team:
* Defines the scope, mission, goals and operating model of the Enterprise Architect group and obtains validation from sponsor and key stakeholders.
* Manages staff level positions by administering all HR functions, including but not limited to, hiring, terminating, conducting performance reviews, managing work schedules, managing a budget, assigning and directing workload, training and developing staff, coaching, etc.
* Establishes and continuously improves an Enterprise Architect metrics program including architecture and industry benchmarking.
· Strategic Planning:
* Communicates frequently with development teams and the infrastructure support organization to create, maintain and evolve the enterprise architecture framework and methodology.
* Performs current state assessment and documents as-is business solutions/technical foundation.
* Maintains knowledge of BCBSLA’s business plan and departmental strategic, tactical and operational plans.
* Aligns Enterprise Architect with strategic roadmaps (business plans, departmental goals).
* Defines, documents and makes recommendations for target state architecture based on future business requirements.
* Develops roadmap and establishes migration plan.
* Develops integration/interface strategies to 3rd party products and/or BCBS business entities.
· Operational:
* Participates, on request, with IT staff to guide operational improvements.
* Participates in the design and development of new technology and/or new systems for the organization.
* Facilitates a holistic approach to system/application design.
* Designs and maintains architecture artifacts.
* As a trusted advisor, provides technical leadership and consulting on information technology strategy, operational challenges and key projects.
· Governance:
* Defines and documents architecture governance processes.
* Develops, documents, communicates, and enforces architecture standards and guidelines.
* Reviews current and proposed IT projects for compliance with IT standard architecture.
* Owns the enterprise topology.
· Technology Research:
* Conducts research and makes recommendations on emerging technologies, toolsets, programming languages, applications, systems, etc. that consider among other factors cost savings, adoption, standardization/simplification, flexibility and reuse.
This position reports to Director, Information Technology, Administrative Systems and Enterprise Architecture.
This position is a grade level 19. The starting minimum salary is $7,368.59/mo.
