Internal Applicants: Must meet the following two criteria in order to apply:
1. In their current job for 12 months
Where there is a formal classroom training program such as with customer service and claims processing jobs, the 12 month period will begin when the employee completes the training program and enters the job on a full time basis
2. In good standing(no disciplinary action and no rating of Needs Improvement on most recent review)
Applicants from within the department requesting the position are not required to meet the twelve-month criteria if the posted position is part of a natural career progression.
QUALIFICATIONS:
EDUCATION:
 Requires expert knowledge in the field of computer science, including hardware and software products, computer systems, systems analysis, programming, development/maintenance process, and data management for large complex systems.
 Bachelors Degree in Computer Science or related field. Completion of an approved educational program or four years of related experience may be accepted in lieu of degree.
EXPERIENCE:
    Minimum of 7 10 years of business systems analysis and design experience. Must have demonstrated capacity to successfully lead and direct a group of systems engineers, analysts, and/or programmers.
    Requires extensive knowledge of the functional area of the business that is being supported.
    Requires a broad knowledge of development management and control concepts and application knowledge of business practices.
    Leadership experience is preferred.
    Technical knowledge covers current development methodology, languages, and operational capabilities.
DECISION MAKING:
    This manager must work independently to help shape policy and to make complex data processing decisions involving new applications, systems studies, software purchase requirements analysis, business evaluations, cost effectiveness innovations, installation decisions, and business planning for systems that use advanced state-of-the-art technology.
    Decisions require significant use of extensive technical, functional, leadership, and managerial skills to maximize benefits, while minimizing impacts on all external/internal information systems and headquarters/field personnel.
    In addition, he/she is responsible for day to day decisions which directly effect the timely and accurate development, design, programming, software acquisition, implementation and maintenance of all programming/processing requirements in assigned area.
ANALYTICAL and CREATIVE:
    Must identify, define, quantify and solve significant highly complex, technical and management issues on a regular basis. This requires creativity/innovative approaches to resolve issues despite minimum lead times and with minimum requirement definition for changes or projects of major proportions.
    Provides leadership in his area on a daily basis.
    Must correlate requirements and information from multiple sources, anticipate both current and future processing and management information needs, analyze their potential impacts, and create new technical solutions for these needs.
ACCOUNTABILITIES:
Manages IT staff, promotes career development opportunities, provides mentoring to the staff to encourage personal growth and advancement, and promotes delivery of high quality customer service and team productivity. Actively pursues personal leadership development to ensure growth and the ability to demonstrate a high level of quality and productivity.
Actively supports initiatives related to the IT strategic and complementary tactical plans in a responsive manner that conforms to the organizations mission, goals, and objectives.
Develops, manages, and builds positive relationships / partnerships with clients, vendors, peers/other teams, and staff to ensure a high level of personal and team understanding of the clients business operations, IT support needs, and IT service expectations.
Ensures quality and timeliness of business oriented solutions aimed at providing positive effects on operational results while optimizing the overall impact on the organizations performance.
Responsible for actively monitoring and supporting IT financial resources by approaching work with a focus on cost efficiencies that provide tangible cost savings and improved IT productivity through fundamentally sound implementation of systems solutions.
Understands IT Departmental Goals and Objectives and delivers work products to contribute to those goals.
This position reports to Director, Information Technology.
This position is a grade level 18. The minimum starting salary is $6,698.67/mo.
