Incorporated as a 501C3 not-for-profit organization, National Industries for the Blind (NIB) enhances the opportunities for economic and personal independence of persons who are blind, primarily through creating, sustaining and improving employment. NIB operates under the Javits-Wagner-O'Day (JWOD) Act, a mandatory federal purchasing program, enabling people who are blind to work and provide products and services to federal and commercial customers.

 

By harnessing the demand and purchasing power of the federal government, NIB and its associated agencies supply federal markets with a selection of more than 3,000 quality products and services under the trade name SKILCRAFT®— manufactured and provided by people who are blind at more than 80 associated agencies, across the nation.

 

Currently, NIB is searching for a Workforce Development Program Director who will be responsible for managing and executing NIB’s AbilityOne-wide employee development programs by assisting NIB’s associated non-profit agencies (NPAs) as they implement programs to improve employment options for people who are blind, such as the Quality Work Environment (QWE) program.

 

Qualifications


       
  • Bachelor’s degree in Business, Counseling, Education / Training, or other related field or equivalent experience. Advanced degree preferred.

  •    
  • 7-10 years prior experience managing workforce development initiatives at a senior level, including working in a matrix environment.

  •    
  • Adept at developing and implementing work plans, establishing and meeting deadlines, working with minimal supervision, managing multiple projects and duties simultaneously, and prioritize assignments.

  •    
  • Experience implementing programs that serve individuals who are blind or have other severe disabilities, with an employment focus.

  •    
  • Working knowledge of NIB / the AbilityOne program.

  •    
  • Computer literacy and the ability to communicate effectively verbally, orally, and in writing.


Travel Required

25% around the country

 

Specific Duties and Responsibilities


       
  • Work with cross-functional NIB teams, including Training, Rehab Engineering, Business Development, Compliance, and others to develop comprehensive programs that improve the employment atmosphere for AbilityOne employees who are blind.

  •    
  • Manage NIB’s participation in the AbilityOne Quality Work Environment (QWE) initiative.

  •    
  • Partner with NPA stakeholders to identify unique workforce development needs and develop a strategy to assist NPA implementation.

  •    
  • Serve as liaison with the NAEPB, the Committee for Purchase, NISH, and consumer organizations of and for the blind on workforce development initiatives.

  •    
  • Partner with NIB’s Director of Emerging Agencies to develop and improve the workforce capabilities of NIB’s small and emerging agencies.

  •    
  • Assess learning needs as related to desired outcomes by conducting interviews / focus groups, working with stakeholders to identify requirements for knowledge and skills, procuring or developing topic content from subject matter experts, and otherwise analyzing the gap between what is in place and needs to occur to ensure consistency in the success of the project outcome.

  •    
  • Maintain and leverage industry knowledge and network(s) to identify industry "best practice" and benchmarking resources.

  •    
  • Identify and develop new funding sources for multi-NPA and AbilityOne-wide workforce development initiatives.

  •    
  • Other duties, as assigned.
