Incorporated as a 501C3 not-for-profit organization, National Industries for the Blind (NIB) enhances the opportunities for economic and personal independence of persons who are blind, primarily through creating, sustaining and improving employment. NIB operates under the Javits-Wagner-O'Day (JWOD) Act, a mandatory federal purchasing program, enabling people who are blind to work and provide products and services to federal and commercial customers.

 

By harnessing the demand and purchasing power of the federal government, NIB and its associated agencies supply federal markets with a selection of more than 3,000 quality products and services under the trade name SKILCRAFT®— manufactured and provided by people who are blind at more than 80 associated agencies, across the nation.

 

Currently, NIB is in search of an Associate Product Development Specialist (Associate PDS) to assist nonprofit agencies in the development and addition of projects to the Procurement List. To assist nonprofit agencies resolve problems that arise in providing products/services to Federal Agencies. To create new jobs for people who are blind through coordination of product assignments.

 

The Associate PDS assigns and reviews work, and coordinates activities of other NIB staff involved in project development. They may be required to serve as a project coordinator for product or products under development.

 

EDUCATION REQUIRED:

 

Bachelor’s degree required from an accredited college/university. BS Degree in business administration or equivalent.

 

TRAINING AND SPECIALIZED KNOWLEDGE REQUIRED:

 

Must have an understanding and in-depth knowledge of the procedures followed by Federal Government Agencies in purchasing and stocking supplies and in evaluating products required.

 

EXPERIENCE REQUIRED:

 

Minimum 2 years of work experience required in the procurement of products by the Government. Experience required as program/project manager of products or product line procured by the Government.

 

TRAVEL REQUIRED:

 

As necessary to coordinate activities related to the addition of items to the Procurement List. This includes visits to requiring/buying agencies, nonprofit agencies, the Technical Center and raw material suppliers when required. Job related travel is approximately 5% business hours.

 

SPECIFIC DUTIES AND RESPONSIBILITIES:

 

1.                  Responsible for the administrative coordination and maintenance of the Product Development Listing in support of the JWOD Program. This includes entering daily updates of information received from government contacting activities, nonprofit agency assignment requests, and NISH request for produce waiver.

2.                  Receive, track, and respond to NISH requests for NIB to waive product priority, which requires coordination with appropriate NIB staff, collecting necessary information for senior management approval and signature.

3.                  Responsible for coordination of all product assignment requests from initial request through assignment approval or rejection, including performing research necessary to determine assignment availability.

4.                  Tracks assignment expiration dates and coordinates internally with PDS and Senior PDS to act as the single NIB contact communicating with appropriate non-profit agencies for development progress updates required to extend assignments.

5.                  Efficiently uses Development Information System (DIS) as a tool to manage assignments and track non-profit agency development progress.

6.                  Maintains liaison for the evaluation of procurement information with the Technical Center and other departments. 

7.                  Utilizes the Dun & Bradstreet database to perform an informal assessment of industry impact as a result of project addition to the JWOD Procurement List.

8.                  Generate GSA sales reports to assess feasibility of new products.

9.                  When necessary assist PDS and Senior PDS working with Federal Agencies and nonprofit agencies to develop new projects for addition to the Procurement List. May have responsibility for development and addition of new projects to the Procurement List.

10.              Markets capabilities of nonprofit agencies and NIB to contracting activities based on the requirements, needs, programs and initiatives of the contracting activities.

11.              Educate contracting activities and nonprofit agencies about procurement under the JWOD Program, as required.

12.              Educate nonprofit agencies on all aspects of Government products. Participates in conducting training programs for nonprofit agencies in the area of products.

13.              Prepares periodic reports on status of project development, provision of products on the Procurement List and general accomplishments and problems in area of project development.

14.              Advises nonprofit agencies competing directly for Government or private sector projects.
