Responsibilities
Grade: 21

JOB SUMMARY:
Responsible for managing team through analysis, design, development, testing, deployment, and maintenance of custom software, third-party application software, interface development, operational reporting, and vendor management. Supports a company-wide operational or administrative function. Effectively manage staff members to achieve project schedules and deliverables. Maintain P&L responsibility; ensure quality assurance compliance; validate compliance of policies and procedures; and ensure service level agreements are met.

PRIMARY RESPONSIBILITIES:

1. Responsible for the delivery and support of software system solutions that support the operations of their functional areas of the company on a 24x7x365 basis, meeting all the functional requirements of business, the Associates, the contracted States and new business opportunities.

2. Plans and schedules resources based on customer expectations and needs of functional unit/team. Manages day to day operations of a unit/team. Handles conflict resolution, performance evaluation, interviewing and hiring practices. Directly supervises general staff.

3. Creates annual budget and is responsible for the budget oversight for an assigned unit or small department.

4. Develops plans that support the department business plan. Responsible for developing contingency plans to ensure department business plan objectives are met.

5. Documents and implements new policy; trains others in the critical success factors of the policy.

6. Serves as a contributor in development of IT architecture strategies for small to medium sized application infrastructures. Evaluates technology, performance, scalability, interoperability, reliability, availability, and serviceability in small to medium sized applications.

7. Uses SDLC development methods or industry best practices under limited supervision. Assists in ensuring the strategic alignment of IT solutions with business objectives.

8. Utilizes data modeling concepts (e.g., the Entity-Relation model) and their application: entities and tables, relations and constraints, attribute data types and column data types. Perform simple data base updates.

9. Assists in contract evaluation, identifying possible liability and cost analysis. Coordinates the initiation, amendment, renewal and termination of contracts. Reviews, validates, and recommends contract content.

10. Evaluates, recommends and exploit evolving technologies in the design and implementation of application infrastructure for scalability, reliability, availability and serviceability and identify the trade-offs and risks associated with each

EDUCATION AND EXPERIENCE:

Education
Required:
Bachelor's degree in Business Administration, Management Information Systems, Computer Science or a related discipline. Advanced degree desired. Equivalent experience is acceptable in lieu of a degree(s).

Years and Type of Experience Required:
Required:
A minimum of 5 years experience in application software development, maintenance, implementation and support including at least 1 year of leadership/management experience.
A minimum of 1 year experience in information systems development, maintenance, implementation and support, preferably healthcare / managed care.
Prior experience will include full responsibility for system development, project management, setting adequate staff levels and hiring staff as needed, establishing departmental budgets, preparing and executing corporate and departmental strategic plans, and making formal presentations to management, staff and customers.

Specific Technical Skills
Required:
Demonstrates understanding of the inter-relationship among various IT applications and systems
Demonstrates advanced proficiency with all applicable company supported software applications.
Can read entity relationship diagrams. Can understand and implement using simple ERDs. Can propose data models for simple software packages. Demonstrates an ability to read, interpret, create and maintain simple data flow diagrams and data dictionaries.
Can read and interpret a design document. Demonstrates an ability to create simple design documents. Demonstrates an ability to read, interpret, create and maintain simple Conceptual, Logical and Physical models to include context diagrams, data flow diagrams, process flow diagrams, data dictionaries and logical flow charts.
Able to develop and manage multiple projects with minimal direction and supervision.
Able to utilize prior experience to design configuration management procedures which ensure quality and leverage industry best practices.
Demonstrates a moderate to comprehensive understanding of supported applications and all interdependencies (OS, network, server, workstations, etc).
Able to perform complex queries.
Demonstrates basic knowledge of specific components of managed care operations.
