POSITION SUMMARY:
The RF and Digital Operations Engineer (OE) is responsible for the implementation, development, analysis and sustainment of hardware and software components of highly specialized Radio Frequency Digital Receivers, Digital Telemetry Processors and Spacecraft Ranging systems utilized in the Deep Space Network (DSN). The OE will perform analysis to measure system performance , write detailed technical reports; develop and utilize metrics to measure and maintain optimum system performance; perform failure analysis using state of the art techniques; innovates, recommends, and implements solutions in a timely manner to minimize downtime and maximize data return. The OE will provide real-time engineering technical support for critical and high-profile DSN activity events.
The OE investigates and makes decisions relative to problems in equipment performance, customer requirements and relations, and interpretation and application of all pertinent policies and specifications; may require travel between multiple remote locations.
The OE supports the development of installation, maintenance, operation, troubleshooting, and repair procedures that reflect the latest concepts of information design for presentation as traditional training and/or technical documentation in accordance with technical specifications, program requirements and quality standards.
MAJOR JOB ACTIVITIES:
Assignments are complex in nature and require integrating a broad range of inputs into job performance; task and project requirements and a range of multi-discipline theories and concepts, with a focus on RF systems, RF Digital Receivers, Telemetry Processors, and Ranging Systems.
Liaise between station personnel and DDOSO Engineering for the resolution of operational problems, failures, and discrepancies.
Develop and disseminate procedures to prevent, preempt, or work around operations and maintenance problems affecting the quantity and quality of data delivery.
Develop or support engineering tests in the development, review, and conduct of hardware and software acceptance tests, system performance tests, and project interface or demonstration tests.
Identify systemic operational problems by monitoring and analyzing discrepancy reports, and report findings to DSN Development Operations and Services Office (DDOSO) Engineering.
Support the effort of transferring new capabilities from DDOSO Engineering to all Deep Space Communication Complexes.
Participate in the development of all subsystem Acceptance Testing documents and operations and maintenance manuals
Support the Chief Reliability Engineer in the deployment of a Reliability, Maintainability and Availability (RMA) program for the DSN.
Identify, analyze, and document functional and performance anomalies during software or hardware implementation and operational phases and prioritize them for resolution and report finding to DDSOS Engineering.
Applies advanced theories, principles and concepts; demonstrates creativity and ingenuity; contributes to the development of new principles and concepts.
Maintain Station equipment. Remove, install, and troubleshoot Station equipment using provided test equipment. Evaluate the performance of Station hardware.
Normal workdays are Monday ' Friday from 0730 ' 1630 local. The OE must be willing to work off shift hours that may include nights, weekends and Holidays as required to support critical activities.
MATERIAL and EQUIPMENT DIRECTLY USED:
Environmental conditions may on occasion include continuous work in air-conditioned rooms. Must be aware of potential hazards and safety equipment procedures
WORKING ENVIRONMENT/PHYSICAL ACTIVITIES:
May require stooping, reaching, pushing, pulling, and repetitive tasks
Experience Requirements:
MINIMUM QUALIFICATIONS:
Education:
BA/BS degree in a technical or engineering field with 2 years of experience or AS degree in engineering technology with at least 6 years of related experience, or Comprehensive military training or completion of a civilian technical school program with at least 10 years related experience.
Experience:
Knowledge of RF theory, PCM modulation concepts, Convolution/RS coding principles, telemetry processing theory, knowledge of satellite communications fundamentals and ability to understand and perform RF link budget analysis are essential.
