Description
MAJOR RESPONSIBILITIES
Reviews request for proposal (RFP) for cost proposal issues on large/complex proposals. Supports proposal manager in the generation of the work breakdown structure (WBS). Develops detail costing instructions. Estimates labor and material costs of manufacturing based on RFP data submitted by prospective customers. Analyzes specifications, including sketches, blueprints, bills of material, or sample layouts, and calculates production costs using labor and material estimating schedules and historical data. Collects cost data from functional representatives. Computes cost estimates of raw materials or subcontracted work and labor. Prepares cost/pricing/analysis reports and presents findings to management, contracts personnel, proposal coordinators, customer representatives, and price auditors. Participates as a member of negotiations team. Acts as prime contact with DCAA on audits. Reviews cost information for adherence to government regulations, company practices and accounting standards. Provide guidance and instruction to lower level estimators by reviewing, monitoring and following up on the method of obtaining, computing and preparing necessary data.
Experience Requirements:
EDUCATION/EXPERIENCE
Bachelor''s degree in Business Administration, Industrial Engineering or related field, or equivalent applicable experience. Six years progressively more responsible experience in estimating/pricing.
KNOWLEDGE
Extensive knowledge of unit''s policies and procedures and departmental forms, RFQ''s (Requests for Quotes) and other bid request forms. Thorough working knowledge of applicable government regulations and specifications such as Federal Acquisition Regulations (FAR), subcontract requirements or manufacturing regulations. May require strong knowledge of manufacturing methods and processes.
ABILITIES
Proficient in the use of company software systems relating to the pricing/estimating field. Ability to communicate effectively verbally and in writing. Ability to coordinate, as necessary, the work of lower level estimators to ensure accurate and timely completion of assignments.
CONTACTS
Frequent contacts with peer and management level personnel throughout the organization. May have external contact with government auditors and customer representatives.

SUPERVISION
Works under general supervision. Considerable latitude afforded to exercise independent judgement to accomplish duties within guidelines of company and government policy, procedures and regulations.
