Incorporated as a 501C3 not-for-profit organization, National Industries for the Blind (NIB) enhances the opportunities for economic and personal independence of persons who are blind, primarily through creating, sustaining and improving employment. NIB operates under the Javits-Wagner-O'Day (JWOD) Act, a mandatory federal purchasing program, enabling people who are blind to work and provide products and services to federal and commercial customers.
By harnessing the demand and purchasing power of the federal government, NIB and its associated agencies supply federal markets with a selection of more than 3,000 quality products and services under the trade name SKILCRAFT®— manufactured and provided by people who are blind at more than 80 associated agencies, across the nation.
Currently NIB is searching for a Product Development Specialist to assist nonprofit agencies in the development and addition of projects to the Procurement List. To assist nonprofit agencies resolve significant problems that arise in providing products/services to Federal Agencies. To create new jobs for people who are blind through the marketing of nonprofit agencies’ capabilities and the innovative application of new technology toward meeting the needs of federal agencies.
RESPONSIBILITY FOR WORK OF OTHERS:
The Product Development Specialist assigns and reviews work, and coordinates activities of other NIB staff involved in project development. May be required to serve as program/project managers for product or products under development.
EDUCATION REQUIRED:
Bachelors degree required from an accredited college/university. BS Degree in business administration or equivalent.
TRAINING AND SPECIALIZED KNOWLEDGE REQUIRED:
Must have an understanding and in-depth knowledge of the procedures followed by Federal Government Agencies in purchasing and stocking supplies and in evaluating products required.
EXPERIENCE REQUIRED:
Minimum 4 year of work experience required in the procurement of products by the Government. Experience required as program/project manager of products or product line procured by the Government.
TRAVEL REQUIRED:
As necessary to coordinate activities related to the addition of items to the Procurement List. This includes visits to requiring/buying agencies, nonprofit agencies, the Technical Center and raw material suppliers when required. Job related travels is approximately 5% business hours.
SPECIFIC DUTIES AND RESPONSIBILITIES:
- Works with Federal Agencies and nonprofit agencies to develop new projects for addition to the Procurement List. Has overall responsibility for development and addition of new projects to the Procurement List.
- Works with Federal Agencies, nonprofit agencies and Committee as needed to resolve problems associated with nonprofit agencies providing projects to the Government under the JWOD program. Has overall responsibility for successful resolution of such problems.
- Serves as program/project manager of the development team for new products. Other development team members generally consist of a pricing person, product manger, an engineer and a nonprofit agency representative. Manages and coordinates activities of team members in the areas of responsibility to achieve successful product development.
- Requests procurement data and standard samples of candidate items.
- Provides data to Technical Center and nonprofit agency after obtaining coordination on which nonprofit agency to assign the project for development study.
- Maintains liaison for the evaluation of procurement information with the Technical Center and other departments.
- Researches impact on incumbent supplier on the loss of business resulting from the addition of a project to the Procurement List.
- Prepares request for announcement in the Federal Register for proposed additions, requests production facility review be conducted after obtaining coordination of Technical Center Engineer. Prepares justification for the addition of projects to the Procurement List, and maintains close coordination with the Committee during the Vote Letter preparation phase of the addition process.
- Markets capabilities of nonprofit agencies and NIB to contracting activities based on the requirements, needs, programs and initiatives of the contracting activities.
- Educated contracting activities and nonprofit agencies about procurement under the JWOD Program, as required.
- Educates nonprofit agencies on all aspects of Government products. Participates in conducting training programs for nonprofit agencies in the area of products.
- Monitors changes, or proposed changes, to Committee’s policies and procedures to identify, analyze and make recommendations concerning potential impact on blind workers, nonprofit agencies and/or NIB.
- Prepares periodic reports on status of project development, provision of products on the Procurement List and general accomplishments and problems in area of project development.
- Maintains liaison with Committee staff on all aspects of the JWOD process.
- Advises nonprofit agencies competing directly for Government or private sector projects.
- Utilize Development Information System (DIS) and other enterprise software systems to effectively perform job tasks.
