The Sourcing and Supplier Management Manager ¿ Offshore/Domestic Lead is a sourcing professional, project manager, and supplier relationship manager and accountable for the assigned sourcing activities across the enterprise. This Leader will direct the activities related to offshore and nearshore suppliers.  Additionally, this position will be responsible for directing the activities related to the Domestic Staff Augmentation suppliers.  These suppliers are responsible for supplying individual resources for the Enterprise.  This program spans 20+ suppliers located primarily in Bloomfield, CT, Philadelphia, PA, Raleigh, NC and Chattanooga, TN.

The SSM will require direct knowledge of information technology application processes and methodologies and ideally possess CIGNA specific subject matter.  The resource must also be well versed with Offshoring best practices and alternative sourcing methods that maintain cost effective delivery while achieving necessary quality and performance.

In this capacity the SSM must be closely aligned with the supporting teams in order to ensure successful deliver of project objectives.  This includes: building relationships with key leaders across Information Technology and different business units, establishing key partnerships with the internal Resource Management, Human Resources and third party administrators.

In this position, the candidate will be required to develop cohesive strategies and recommendations for sourcing based on requirements, understanding of subject matter and industry knowledge.
Major Duties
Sourcing
This leader is responsible for sourcing all assigned services for the enterprise. These activities are likely to be a mix of routine and non-routine initiatives with impact across the organization. Partial list of sourcing functions includes but is not limited to:

- Identifies opportunities to improve the sourcing approach and procurement process which could have significant financial impact on the organization
- Develops and is accountable for the supplier performance measurement and reporting function.  This process will help the various functions and departments within the enterprise manage the relationship we have with supplier partners and insure that we develop performance targets and measurement tools for all our key suppliers.
- Analyzes overall business requirements, supplier relationship structures and processes to improve performance and overall value
- Analyzes industries, supply, markets, and sourcing best practices to define alternative supplier relationship structures to meet enterprise-wide requirements, manage costs, and maximize value for dollars spent
- Recommends new sourcing strategies, process improvements and supplier relationship structures for the enterprise
- Manages execution and implementation of complex sourcing initiatives within assigned expenditures categories
- Develops timelines and organizes team to implement sourcing strategies and initiatives
- Manages day-to-day execution of sourcing process and facilitates involvement of expert resources
- Collaborates with business staff and manages development of requests for proposals (RFP¿s) and other selection and supplier evaluation tools
- Develops negotiation strategy performing and overseeing detailed financial analysis to determine market and world class costs for specified products and services
- Prepares negotiation team and facilitates negotiation strategy in conjunction with the Sourcing Lead and able to lead negotiations
- Recommends operating practice and process changes to the Sourcing Lead to improve requirements planning, procurement and supplier management processes
- Monitors and reports progress against performance objectives and  sourcing initiatives

Manages performance of the enterprises supplier partners
- In concert with business and functional areas, defines supplier performance measures, guidelines and tracking processes to manage performance of suppliers and implementation of new programs
- Collaborates with suppliers to gain acceptance of performance measurement program(s); successfully manages change and manages performance improvement programs
- Compiles required information and conducts performance reviews with suppliers on a monthly, quarterly or annual basis.  Posts and distributes supplier performance measures across the enterprise

Supplier Performance Management
- Develops, manages and monitors the enterprise supplier performance management program
- Able to measure and track performance against plan
- Develops and implements financial metrics
- Reports performance against objectives
Responsibilities
The SSM provides sourcing strategy leadership and expertise in sourcing and supplier initiatives with major organizational impact. Working across the entire enterprise, the SSM must meet business objectives in a high profile, rapidly evolving, and sometimes ambiguous and competitive environment.

- Standardize Master Services Agreements and Statements of Work and continue to oversee their continued standardization
- Drive cost savings through:
*More effective management of on and offshore ratios
*More effective management of requirements
*Driving toward sourcing of managed services as opposed to resources
- Drive appropriate measures into engagements to ensure quality delivery
Qualifications
General
- 10+ years in strategic sourcing, supplier management experience
- 5+ years Information Technology specific experience
- Management experience in a sourcing or vendor management role
- General financial analysis skills and experience
