Role Summary
Oversees the activities of the purchasing department in procuring materials, equipment and services.  Ensures contracts with suppliers and vendors are consistent with corporate objectives.  Participates in contract negotiations with top suppliers to secure consistent supplies and competitive prices.  Reviews and approves large purchases over buyers'' limits. Coordinates purchasing quality and on-time deliveries.  Understanding of business law, legal contracts and various financial issues including cash flow and working capital.  Bachelor''s degree in business, finance or related area with five to seven years of progressive purchasing experience.
Responsibilities
* Analyze business requirements to formulate high level supply chain strategies, external entity relationships and processes that are aligned with CIGNA business units.
* Research potential suppliers and recommend alternatives
* Initiate and drive the sourcing process across the organization, managing multiple stakeholders.  Lead the end to end sourcing process from market analysis to RFP through business terms and contract execution.
* Review, revise, and/or draft contracts, Enterprise License Agreements, Service Level Agreements, Change Orders and Statements of Work with suppliers to optimize benefit and minimize risk to CIGNA.
* Track aggregate supplier performance against measures and guidelines and report on said performance in a monthly, quarterly or annual manner.
* Provide overall direction to junior supplier managers relative to the CIGNA''s Supply Chain Management best practices
* Support the continuous improvement methodology of the EEM Framework and version releases.
* Work with sourcing professionals and business partners from across multiple business units in order to deliver and execute an optimal sourcing and EEM strategy for the good of the firm.
* Facilitate the constructive handling or resolution of conflict both internally and externally with our external entities.
* Lead and direct the proactive management and understanding of industry best practices and technology trends, lead benchmarking efforts and provide insight to executive management.
* Support all facets of the IT group¿s related categories working with business units and their suppliers.
* Analyze industries, supply markets and vendor management best practices to reduce supply chain risk.
* Develop strategies for assigned categories that include market, spend, strategic importance, geographic considerations, etc.

* Develop a strong understanding and forecast of key cost drivers and market factors in assigned categories through continuous research and monitoring.
* Maintain and promote professional, sound business relationships with suppliers, stakeholders and the business community.
* Establish a partnering culture with members of CIGNA''s supply chain to insure value is derived equitably to drive innovation and productivity.
* Train and mentor associates at all levels inside and outside of the department where required.
* Act as a backup resource for EEM Portfolio Leader as required

Working in collaboration with appropriate functional stakeholders for the CIGNA Enterprise and other strategic sourcing team members, the sourcing categories under the scope of this position may include but are not limited to:
* Enterprise Software: Financials, HR, Marketing, Workflow, General Business Applications
* Health Care Industry Software: Claims Processing and Adjudication
* IT Infrastructure: mainframe applications, enterprise license agreements

Expected Results / Outcomes:
* Support, execute and implement category sourcing initiatives and be accountable for the outcomes.
* Draft and drive the execution of clearly written, well executed contracts, SLAs, Change Orders and Statements of Work that optimize value and mitigate risk to CIGNA.
* Drive total cost of ownership reductions and business improvements through professional supplier relationships.
* Establish role as a valued business advisor to business units.

Functional Responsibilities:
* Negotiate contracts with suppliers.  Review, revise and or edit contracts, SLAs, Change Orders, and Statements of work to optimize value and mitigate risk to CIGNA.
* Provide analysis and support of business decision making.
* Drive internal and external adherence to CIGNA''s sourcing policies and processes
* Manage performance of suppliers.
* Function as a valued member of the Supply Chain Management Team.  Cooperate with and contribute to the work of External Entity Management counterparts.
Qualifications
* BA / BS in Business, Supply Chain, IT, Medical Management or related field.
* Excellent negotiation skills.
* Excellent verbal and written communication skills.
* Demonstrated experience in drafting, revising and reviewing software contracts, Work Orders, Service Level Agreements, Change Requests and Statements of Work.
* Excellent project management and multi-tasking skills.
* Strong communication, facilitation and leadership skills with a proven ability to lead, influence and motivate others.
* Strong time management skills; highly organized and detailed oriented.
* Strong analytical, cross-functional communication skills, teamwork and interpersonal skills.
* Knowledge of procurement principles, theories and processes.
* Fundamental understanding of healthcare, the role of health insurance providers and the healthcare supply chain.
* Cross-functional business team environment experience preferred with an ability to foster working relationships with the team and across internal departments.
* Domain Expertise:
* Demonstrated experience in negotiating enterprise software licensing agreements.
* Demonstrated understanding of intricacies of software licensing compliance.
* Demonstrated knowledge of a range of general and/or health care specific business applications.
* Experience with eSourcing applications such as Emptoris or Ariba
