Job Summary

Lead representative coordinating, monitoring and ensuring day-to-day compliance and adherence to the scope of work specified in contracts between the Company and external parties. Typically confined to a specific business unit (BU) or specialty area, and administers & provides oversight from the Company''s awarding of contracts through their expiration. Requires the application of contract development/negotiation, project management and continuous improvement (CI) principles. May mentor, provide guidance and direction, or act in a subject matter expert capacity for less experienced staff; may provide input in performance evaluations, but does not supervise.

Accountabilities

- Develops and implements contracting strategies and processes; establishes goals and require-ments relative to the contracts involving the given BUs, incorporating the input of related BUs (e.g. Supply Chain Management, Legal, Finance & Audit, etc.). evaluates service provider performance against contract metrics, resolves contract disputes between DTE and the service providers.

- Develops a contract process flow across the business unit by utilizing Continuous Improvement tools.

- Provide overall contract administration for business unit(s) as assigned in accordance with all pertinent Company and business unit policies and procedures.

- Coordinates / guides the contract-related activities of other personnel (administrative and professional) engaged in the fulfillment of BU contracts.

- Provide oversight, guidance and technical expertise to contract owners, contractors and vendors in the administration of contracts

- Reviews and recommends whether approval of contracts involving the BU is appropriate; ensures that the parties to the contracts fulfill their obligations and receive the corresponding benefits.

- Periodically reviews existing contracts to ensure the contract rights & obligations are being properly administered. Develops and implements plans to improve the quality and lower the cost of contract labor, outside services and/or the purchase of major equipment/vehicles.

- Ensures appropriate action is taken in advance of the expiration of a contract, or rights pursuant to the contract.

- Maintains a centralized file / storage & documentation system for contract-related material.

- Provides guidance/support in the process of contracting for goods/services to ensure the correct purchasing processes are followed.

- May lead projects and/or project teams (including assigning work, reviewing progress and evaluat-ing results), mentor, provide guidance and technical direction to less experienced engineering and technical staff, including the provision of input in performance evaluations, but is not responsible for supervising anyone.

Qualifications

-Bachelors degree in a business, engineering or related discipline (Masters Degree preferred), and the knowledge / capabilities typically acquired through 5-plus years of job-relevant experience, inclusive of contract administration, and applicable software applications (e.g. Microsoft Office, graphics, and database management).
-Preferred:  Knowledge/experience pertaining to economic analysis, strategic planning, the operations of the given business unit or specialty area,OP5, Performance Based agreements, RFP/RFI process, SAP purchasing & procurement processes(establishing POs, shopping carts, vendor set up, confirming services, change order process, non-PO payment process etc).
-Must complete certain Company contract administration courses within a management-determined period of time subsequent to starting the job.
-Communicates effectively (verbally & in writing) with individuals at all levels, inside and outside the Corporation.

-Intermediate-to-advanced analytical and project management skills.

-Working knowledge of financial & economic analysis, project & risk management.

-Ability to conduct effective & efficient meetings; manages meetings with optimal results.

-Flexibility & the ability to work with shifting priorities; embrace new/evolving responsibilities.

-Initiates new ideas and approaches; challenges prevailing practices & approaches with reasonably sound alternatives.

-Thorough orientation in customer satisfaction-driven business units, and the ability to plan, organize, and manage with a Total Customer Satisfaction (TQS) focus.

-Ability to apply project planning & implementation and/or continuous improvement principles (typically acquired through several years of experience) to affect tangible, positive outcomes.
