Position Summary

At Blue Shield of California, we are committed to creating a healthcare system that is worthy of our family and friends and sustainably affordable. We realize that achieving this mission will require a transformation of the current care delivery system. To achieve our goals, we need major changes in health care policy and adoption of system-wide changes which can only come about through industry collaboration.

Reporting to the Director of Industry Initiatives, this role will support Blue Shield of California's transformation agenda and other strategic initiatives by influencing the external industry and policy environment to help scale and sustain targeted innovation through:

(1) Development of industry and policy coalitions and other collaborations.

(2) Thought leadership, sharing ideas, supporting recognized thought leaders, and providing guidance on industry alignment strategy and standards.

(3) Promotion of transformation, elevating policy priorities to the wider public and promoting investments in and adoption of innovative and strategic initiatives.

This program manager will focus on effective mission-centered advocacy and policy movement, working to build and support relationships with industry opinion influencers and decision-makers that can drive the change needed to transform health and well-being.

The work of the Industry Initiatives Team will benefit all Californians by helping to accelerate transformation of the health care system into one that is universal, equitable, affordable, high quality, comprehensive, digital, simple, and sustainable.

To be successful, the Program Manager of the Industry Initiatives Team will need to effectively and strategically engage with a range of stakeholders within Blue Shield of California, and externally with policymakers, regulators, trade associations, industry partners, and advocates.

  • Provide overall program leadership, guidance, and manage all aspects of a given program (including program-level risks and interdependencies), providing steady leadership in the face of uncertainty, change, and aggressive deadlines.
  • Develop and manage campaigns influencing the external environment, creating urgency among industry partners and policymakers for favorable and necessary industry and policy changes.
  • Lead cross-functional meetings and foster teamwork; drive escalation and resolution of issues, while promoting collaboration and coordination across broad categories of stakeholders.
  • Develop an internal and external stakeholder alignment and engagement strategy to work together to drive state-wide initiatives benefiting all Californians.
  • Ensure regulatory approvals and related changes needed to pilot, implement, and scale new products, payment methodologies, business models, practices, and consumer-facing tools.
  • Understand competitors to identify opportunities to collaborate on payor-agnostic initiatives.
  • Work with the Director of Industry Initiatives to develop clearly defined goals, performance metrics, and a plan to achieve them.
  • Other duties as assigned.


Knowledge and Experience
  • Bachelor's degree required, Master's Degree or J.D. preferred.
  • Minimum 7-8 years relevant health care industry experience. Experience working in policy, and experience working in advocacy where intent was policy influence and specific health care policy recommendations were developed for federal or State implementation.
  • A track record of managing and building complex relationships, and driving industry alignment b/t key disparate stakeholders like PBGH and IHA, to achieve alignment on health policy recommendations.
  • Must have experience developing value-based payment models, working with known trade associations/Convener partners, like PBGH, IHA, NCQA to drive alignment of said payment models.
  • Must have relationships with key stakeholders for payment model policy (organizations like PBGH, IHA, etc)
  • Experience with (or enthusiasm to learn) planning in-person and virtual events and leveraging social media and blogging platforms to engage stakeholders.
  • Ability to influence across organizations and to drive sustainable integration and adoption of enterprise-wide initiatives.
  • Strategic thinker with end-to-end view who has an eye for detail, is organized, and can manage multiple issues simultaneously.
  • Exceptional verbal and written communication, including an ability to communicate effectively at an executive level.
  • Ability to build strong and sustainable trusting relationships and the capability to make recommendations, and influence decision-making to all levels of the organization, internally and externally.
  • Ability to act as a liaison between business leaders and policymakers and other constituencies, both internal and external.
  • A strong team player, with a bias toward action.
  • Ability to prioritize and manage work in a fast-paced environment.
  • Trustworthy and candid.

Office Environment - roles involving part to full time schedule in Office Environment. Based in our physical offices and work from home office/deskwork - Activity level: Sedentary, frequency most of work day.
