We are looking for experienced Contracts Manager to join our technology-based program supporting a key Intelligence Community (IC) customer. This program will deliver engineering services for network infrastructure as well as sophisticated enterprise computing infrastructure including end-point devices, data center hosted servers, multi-Cloud services as well as virtualized applications, and storage systems. Enterprise Computing Engineering services include modern application technology including containerized solutions with orchestrated workflow that function both on customer premise, and via remote Cloud services. Network infrastructure engineering services are comprised of core infrastructure, voice and video engineering, field engineering, application management and development for networks, network analytics, firewalls, network access controls and bandwidth service delivery. Required Education, Experience, & Skills
The Contracts Manager must have experience managing a major complex program, provide contracts leadership to the program team, and effectively interact with both internal and external customers. This role will require significant customer interaction to ensure timely contract award and fulfillment of contract requirements in accordance with company policies, legal requirements, and customer specifications. This includes managing relationships with customer counterparts and interfacing with senior internal leadership on critical subjects. This role will have significant influence on the program and product line strategy by providing expert guidance on contracting matters and general business issues. Candidate must be able to readily adapt and thrive in a challenging, fast-paced environment. Activities include:
  • Lead the proposal, negotiation, and management of complex proposal and contract activities in accordance with company policies, legal and customer requirements, with limited guidance or supervision from the manager.
  • Interpret and communicate business commitments and alternatives to program team and management.
  • Act as a subject matter expert with an extensive knowledge of government and commercial contracting methods, applicable laws and regulations.
  • Mentor junior contracts professionals and may supervise or guide work of lower grade contracting employees.
  • Develop and maintain professional and dependable relationships with both internal and external customers.
  • Maintain an in-depth knowledge and working understanding of the US Government Acquisition and Procurement environment, the BAE Systems Contracts function, and relevant company policies and procedures, commercial contracting methods, FAR/DFARS, export and other government regulations.
  • Independently lead and support proposal activities including, but not limited to, analysis of solicitations, preparing summaries and developing strategies and recommendations based on the analysis.
  • Be mindful and attentive to the financial and business risks of the proposed effort and participate in all proposal team meetings.
  • Prepare the terms, conditions and assumptions upon which the proposal may be submitted, review the technical and pricing proposals for accuracy and consistency, conduct overall business risk analysis and prepare the proposal documents for submittal to the customer.
  • Provide analysis of solicitations, ensure that bid/proposals are prepared and presented in a manner so as to afford the company the greatest opportunity to obtain the contract award while minimizing associated liabilities and risk.
  • Support independent proposal reviews (Red Teams, Phase Reviews). Possibly participate as an assessor in the Phase Review Process.
  • Hold responsibilities including the coordination with other company functions as required to ensure appropriate reviews are conducted, scheduling required reviews, and obtaining required review and approval signatures prior to submittal of proposals or execution of contractual documents.
  • Establish and manage negotiation strategies and financial requirements.
  • Perform business risk assessment and recommend mitigation plans.
  • Conduct negotiation of contracts requiring a high degree of negotiation expertise, execute proposals and contracts to the threshold delegated.
  • Execute proposals and contracts in accordance with delegated authority.
  • Provide input for budgets.
  • Undertake special assignments as required.
  • Perform all aspects of assigned contract or purchase order processing including, but not limited to, accuracy of order entry data, contract funding, scope changes, contract amendments, receipts and delivery schedules, legal requirements and other commitments.
  • Compile and maintain all required contractual records and documents in accordance with contract requirements and company policies and procedures.


Preferred Education, Experience, & Skills
  • Bachelor's or Master's degrees are preferred with a minimum 6 years' relative work experience
  • Experience working with the Intelligence Community (IC)
  • Experience managing and leading a major proposal efforts.
  • Ability to exercise discretion and independent judgment in the performance of duties.
  • Mastery and expertise of government acquisition processes and regulations including FAR/DFARS.
  • Ability to work successfully and productively in a team environment or independently with minimum supervision to achieve targets and timely results.
  • Strong interpersonal skills with excellent verbal and written communication.
  • Excellent organizational skills and the ability to manage multiple priorities in a fast-paced environment.
  • Demonstrated ability to be proactive and self-motivated.
  • Effective critical thinking and problem solving skills.
