Contracts Operations Manager (Remote Opportunity)

Job Description
BAE Systems Inc and the Ordnance Systems business area are currently recruiting for a Contracts Operations Manager to join our team. This position will focus on lean and continuous improvement efforts in support of our Contracts department and work special projects with and report directly to the Senior Director of Contracts for the business.

We are open to this position being remote.

Primary duties & responsibilities:
  • Must possess specialized knowledge in contracting with the Department of Defense (DoD) as well as commercial contracting experience.
  • Must have an in-depth knowledge and working understanding of the US Government Acquisition and Procurement environment, intellectual property, commercial contracting methods, FAR/DFAR, export and other government regulations.
  • Will be required to lead proposal teams. Provide analysis of solicitations, assure that bid/proposals are prepared and presented in a manner so as to afford the Company the greatest opportunity to obtain the contract award while minimizing associated liabilities and risk, support independent proposal reviews (Red Teams, Phase Reviews). May participate as an assessor in the Phase Review Process.
  • Capable of establishing and managing negotiation strategies, and financial requirements, conduct negotiation of contracts requiring a high degree of negotiation expertise, execute proposals and contracts to the threshold delegated.
  • Experience in drafting and negotiating complex teaming arrangements or other types of contracting arrangements.
  • Administer all aspects of assigned contracts or purchase orders processing including, but not limited to, accuracy of order entry data, contract funding, scope changes, contract amendments, receipts and delivery schedules, legal requirements and other commitments.
  • Lead or support fact-finding and other audit activities.
  • Participate in final stages of assigned contract by (1) verifying completion of all commitments, and (2) performing assigned activities associated with contract closeout.
  • Compile and maintain all required contractual records and documents in accordance with contract requirements and Company policies and procedures.
  • Primary point of contact between the Company and the Customer for all contractual matters on assigned contracts and projects including auxiliary agreements such as Proprietary Information Agreements.
  • Prepare contract summaries, and provide management with complete, current and accurate data by reporting progress on contract activity, together with recommendations for management action/decision.
  • Foster and maintain sound and reliable relationships with counterparts in customer organizations.
  • Regularly contribute to the development of new concepts, techniques, and standards, provide market intelligence and development of market strategies for the business organization and the Contracts function, provide input for the overall objectives and goals for the organization for the business organization and the Contracts function.
  • Develop solutions to complex contracting issues, which require the regular use of ingenuity and innovation. Ensure solutions are consistent with organizational objectives.
  • Undertake special assignments as required.
  • Perform other duties as assigned.

Required Education, Experience, & Skills
Bachelor's Degree and minimum of 10 years experience required. Business related degree, preferably.

5-10 years of related contracts administration experience.

Green Belt Certification.

Experience government solicitations (RFP, RFQ, and other forms) and managed variety of government contracts (Cost Type, FFP, T&M, ID/IQ contracts, GWACS, and GSA schedule contracts), including reviewing and understanding pricing, representations and certifications, and subcontracting issues.

Knowledge of FAR, DFARS, and CAS.

Experience with negotiations for favorable terms on Non-Disclosure Agreements (NDAs), Teaming Agreements (TAs), contracts and subcontracts, etc.

Knowledge of intellectual property.

Excellent attention to detail and analytical skills.

Excellent written and verbal skills.

Proficient in MS Office with an emphasis on Excel.

Preferred Education, Experience, & Skills
Review of RFP and proposal documents, attachments, and correspondence as part of the analysis of incoming bid requests; perform a risk analysis; prepare contractual documents for submission, including cover letter, submits proposals; assists with any Q&As

Processing of modifications, conducting of negotiations with existing or prospective clients; monitoring of contract performance to ensure cost and technical objectives are being met, recommending appropriate activities to resolve contractual issues

Accountable for ongoing compliance with contracts policies, procedures, guidelines, internal approval processes, operating practices and functional performance standards for providing best in class service to internal and external customers.

Build strong and positive relationships with customers and both internal and external support functions.
