The OBC behavioral health system will be built through strategic partnerships with innovative providers and service platforms, many that are new entrants and currently venture-backed. To evaluate partners and develop the care delivery system through 2021, OBC will launch pilot demonstrations in approximately 12 markets nationally. From these pilot demonstrations, OBC will build and scale the premier national behavioral health system for health systems, payers, state programs, and beyond.

Optum Behavioral Care is seeking a Sr. Project Analyst for the pilot demonstrations. The role is critical to helping to establish and drive alignment across the demonstrations; scope, plan and support critical deliverables and serve as the "control tower" for the organization which will enable the demonstrations to launch on time and on budget.

Primary Responsibilities:

During 2021 Demonstration Phase:
  • Serve as support for the "Control Tower" Lead for implementation of OBC Demonstrations
  • Partner with Market leads to establish/refine project plans and milestones
  • Support the Operating Rhythm of Market teams, Including meeting cadence and operational/performance reporting
  • Support the establishment of process metrics and measures to ensure progress against milestones
  • Support both process and outcome dashboards in support of COO, Market Leads, CMO and CEO to measure short/long-term business performance
  • Collaborate across Optum/UHC Shared Service stakeholders in support of OBC operations (Call center, eligibility, etc.)
  • Support alignment and standard process development "horizontal" enabling processes that cut across OBC pilot markets (e.g. vendor management, compliance, network onboarding, etc.)
  • Working with Market Leaders, identify process elements and components that are common and distinct in markets
  • Document and drive effectiveness end-to-end processes for key constituents of the Behavioral Care Delivery system - overall and by market
    • Member paths and decision trees from identification through treatment
    • Provider paths from contracting through payment
    • Vendor implementation both first time and into additional markets
    • Other stakeholders as needed
  • In conjunction with CTO team, support the creation and implementation of agile "product" model for OBC Operating team
  • Support the adaptation of core systems that enable OBC Business as role of business requirements expert
  • Work with CTO team and partners to identify and integrate data to support reporting requirements

During 2022 and beyond growth stage:
  • Support the "Control Tower" lead in national model rollout and any commercial or other business ramp up
  • Support ongoing performance/outcome/process management reporting - including evolution of metrics
  • Seek continuous improvement opportunities across OBC Operating model
  • Identify, lead and evolve capabilities common across markets, in close partnership with market leaders
  • Ensure sharing of best practices across market leads and application to commercial channels
  • Serve as a liaison between OBC and Optum Shared Services - connecting OBC Market Operations to capabilities as needed
  • Improve and adapt capabilities/processes/reporting/system developed during 2021 Demonstration phase in support of evolving business needs

Additional Responsibilities:
  • Support ad hoc and regular business reporting, including MBRs, QBRs, status reporting, etc.
  • Support due diligence and potential integration efforts for any mergers and acquisitions
  • Lead engagement of Project Management resources and other shared roles from across Optum/UHG
  • Provide ad hoc enablement for business processes in support of other OBC Executive Leaders

Required Qualifications:
  • Bachelor's degree or equivalent work experience
  • 5+ years of relevant business experience in healthcare reporting and data analytics
  • 3+ years experience supporting complex projects with impact greater than $1M
  • Advanced level of proficiency with MS Excel
  • Experience with creating and implementing strong processes to drive business alignment
  • Experience leveraging data and insights to drive business outcomes, including identifying risks and mitigation tactics
  • Experience communicating with and influencing thinking of C-Suite executives
  • Experience delivering results with large-scale, cross-functional teams in highly matrixed organizations
  • Experience managing and prioritizing multiple projects to ensure their quality and on-time delivery

Preferred Qualifications:
  • Project management certificate with demonstrated success of using project management tools (ex. project plans, stakeholder plans)
  • Behavioral healthcare experience
  • Experience with product development or product management
  • Smartsheet or AHA experience

Colorado Residents Only: The salary range for Colorado residents is $94,500 to $171,700.
