Director, Construction Labor Procurement

Job Summary
Comcast Cable Procurement requires additional support within the Consumer Premises Equipment & Network Technology (CPNT) Team - to establish, drive, and manage various business-critical initiatives over the coming years. The role will focus on the spend category of Construction Labor at Comcast Cable. Working closely with key stakeholders and executive management across Divisions and Regions, the role will provide strategic and tactical benefits to the team and wider organization. The selected candidate will require a commercial skillset with strong analytical and finance capabilities, negotiation skills, high attention-to-detail, and the ability to build stakeholder relationships - while maintaining focus on the end result. A good understanding of communications technology is beneficial, with projects requiring an understanding of underlying trends and architectural setup (where a project fits in the big picture). The staff will be expected to drive end-to-end ownership of the procurement "source to contract" cycle: • Analyze market dynamics and company needs • Develop and execute sourcing strategy (including RFx, where necessary/appropriate) • Select, negotiate, and contract with suppliers • Manage supplier performance and relationships • Interface with internal VP+ and C-suite stakeholders at Headquarters and Divisions, and senior external stakeholders
Job Description

Core Responsibilities

The candidate will work closely with the Director of Labor & Materials Procurement, and the Vice President of the CPNT team, to achieve results including cost savings and avoidance, rate and contract standardization, ensuring resource availability and operational process improvements. The following areas have been identified as primary objectives (which is not exhaustive and listed only for clarity of main responsibilities):

Construction Labor Strategy Management
  • Manage the Tier 1 strategic supplier ecosystem to achieve optimal construction projects (for resourcing, pricing, performance, quality, etc.) across the Construction Labor category including but not limited to Permitting, Fielding, Outside Plant (OSP) and Construction Locating.
  • Develop comprehensive short- and long-term category strategies by using insights from analyzing various industries and markets, assessing cross-company leverage, and collaborating with key stakeholders.
  • Execute category initiatives (such as pricing renewals or project negotiations) by leading strategic deal analysis, driving selection and negotiation processes, documenting savings, and employing strong project management skills in collaboration with internal and external stakeholders across Comcast Cable.
  • Establish, negotiate, and execute strategic contracts to capture agreed terms.

Overall Commercial Management
  • Interface with key external and internal stakeholders and executive management across Divisions and Regions, to ensure alignment and continued program effectiveness.
  • Manage and expand dashboard usage to ensure up-to-date and accurate mapping of spend across supplier tiers, construction categories, Divisions and Regions. Leverage such dashboards to ensure contract compliance, achieve targets and drive regular executive reporting.
  • Support team's effort to consolidate tail spend by setting clear targets and measuring progress to those targets.
  • Lead communication with Divisions through monthly updates and quarterly meetings to highlight procurement initiatives and ensure alignment with Divisional needs.

Tier 1 Business Partner (BP) Management
  • Manage Tier 1 BP relationships across Construction Labor, Design and Engineering as well as Construction Locating (as applicable); while ensuring a tight connection with internal stakeholders to drive aligned messaging and support business initiatives (e.g. forecasting, project commits, invoicing, etc.).
  • Support annual CPI renewal (as applicable); and develop ensuing strategy for renewals with Tier 1 BPs.
  • Establish regular communication cadence and support/participate in Monthly and Quarterly Business Reviews.
  • Manage strategic contracting to capture resulting initiatives.

Special Projects
  • Contribute to special projects across the team (diversity targets, metrics implementation and tracking, process improvement, strategic deals, etc.) within the scope of Construction Labor.
  • Support strategic efforts around roadmap planning, strategic supplier ecosystems, industry trends, and competitive market dynamics related to cross-category planning and execution across Construction Labor.
  • Drive and track multiple projects across Comcast Cable, ensuring regular executive management updates with project statuses and associated benefits (e.g. savings, cost avoidance, resource commitments etc.).
  • Collaborate with Sky/NBC/Universal Parks, etc. to execute special projects, such as cross-company strategy development/implementation, environmental sustainability, process improvements, combined RFPs and strategic deals.
