Position Summary

Reporting to the Director, Global TA Enablement, the Manager, Compliance Programs will be responsible for developing the strategy and roadmap for screening requirements globally. The Program Manager will need to have a global mindset-- understanding country, regional and local differences and requirements working with partners inside and outside of TA. This role requires previous compliance oversight, management, and effective design and implementation of TA or HR Compliance programs. The Program Manager will recommend compliance best practices, policies and procedures as well as support day to day responsibilities and will plan, direct, supervise, and coordinate work activities of direct reports. The Program Manager will bring urgency, attention to detail and efficiency in all that they do, driving projects from start to finish, communicating openly and transparently, and will respond to internal and external audit requests for the TA team. Manager, Compliance Programs will also manage non-compliance related projects in other areas of TA Enablement including candidate experience, recruiter experience and TA customer service. There is a healthy balance of strategy and transactional support in this role.

Core Activities:
  • Oversee end-to-end operations of screening process, including candidate interaction, background check initiation and adjudication with the goal of objectively determining if an applicant's background meets the unique job standards for a position. Create validation and auditing mechanisms.
  • Support e-verify and I-9 submissions for new hires including creating controls for auditing and working cross-functionally to ensure compliance.
  • Responsible for drafting policy, process and procedure related to TA Compliance working with legal and HR teams . Own and update internal resources of changes and enhancements related to compliance.
  • Maintain partnership with internal teams for drug checks and MVR screening including request submissions and follow up.
  • Job Description maintenance, education and auditing to the requirements of the role.
  • Ensure ATS is configured to support TA compliance efforts related to OFCCP and GDPR guidelines inclusive of adjusting recruitment and review process, evaluation of the offer process, and adjusting pre-onboarding documentation requirements by local market.
  • Manage Immigration/PERM process in partnership with Immigration team.
  • Establish a communications pipeline with Legal and HR teams for changes in laws and regulations. Stay abreast on recruiting and candidate-related legislative and regulatory changes and/or developments and ensure changes to rules and regulations are restructured within ATS system or communicated accordingly.
  • Lead projects ranging from continuous improvement, standard work, integrations, and reporting.
  • Create metrics dashboard for reporting TA related compliance efforts to leadership.
  • Create channel for raising TA compliance concerns and conduct TA compliance training.
  • Oversee third party administrative support Internationally, identifying tracking of defects and ensuring compliance. Establish and maintain SOPs with established KPIs for vendors supporting TA compliance work globally.

Qualifications & Experience

  • A minimum of 4 years’ experience within Human Resources, Recruiting, Compliance
  • A minimum of a bachelor’s degree is required and a Master’s degree is preferred
  • Strong project and program skills necessary, specific to HR/Recruiting Compliance preferred
  • Strong presentation and communication skills with experience presenting to executive/senior leadership
  • In-depth understanding of global background check practices, I-9 requirements and other screening requirements. Specific to life sciences or pharmaceutical industries is preferred but not required.
  • Working knowledge of OFCCP and GDPR requirements
  • Possesses high level initiative, ability to multi-task, and is passionate about compliance
  • Advanced proficiency in Microsoft Office applications - Word, Excel, PowerPoint
  • Knowledge of and experience with Workday HR Reporting or other Core HR systems preferred
  • Generates trust and builds a high degree of credibility with stakeholders.
