As a Director of Strategic Initiatives, you'll lead mission critical initiatives that drive the development of national policy for a significant population. This is a leadership level position responsible for Optum behavioral health operations, contract management and relationships with customers, including UHC C&S, state Medicaid Bureau, providers, advocacy organizations and other key stakeholders. The Behavioral Health Director must coordinate with all functional areas of shared services partners, including but not limited to clinical operations, quality management, network development and management, provider relations, member outreach, education and member services, contract compliance and operations including claims and reporting. This position directly impacts financial performance and achievement of overall public sector goals.

Primary Responsibilities:
  • Coordinate day to day operations to achieve goals and ensure compliance of all functional areas supporting the market
  • Participate in C&S leadership meetings and other key meetings identified by C&S or Optum leadership
  • Ensure timely and accurate completion and submission of all contract deliverables
  • Guide stakeholders and matrix partners in the effective delivery of services, achievement of metrics, and avoidance of all contract penalties
  • Participate in all required Optum Behavioral Health meetings
  • Ensure collaboration and coordination with other areas of UnitedHealth Group
  • Assist in the formulation of action plans to remedy any findings from internal or external audits, utilization reports, provider or member concerns
  • Provide a face to the client and the state as appropriate
  • Develop, review, and approve documents that provide information and program justification
  • Represent Optum Behavioral Health and UHC C&S in relevant meetings
  • Communicate with stakeholders through presentations, written materials and direct interactions
  • Review legislation, state policy, amendments and other regulatory documents to determine the implication for C&S as well as Optum operations
  • Provide leadership and direction in the development of appropriate risk management strategies. Work closely with the customer, Optum and UnitedHealth Group team members, providers and stakeholders to implement these strategies
  • Assist with forecasting revenue or savings opportunities associated with product development initiatives as well as define and develop local market performance against contractual, clinical and fiscal targets
  • Influence innovation across teams to ensure aligned, cohesive progress across technology, marketing and service operations
  • Collect and deliver required clinical operations customer reporting
  • Assist shared service partners in developing action plans to address performance issues
  • Provide leadership by identifying and analyzing local market trends, service gaps and the development of mitigation strategies aligned with strategic priorities
  • Support sales and business development activities to foster growth and account retention

Required Qualifications:
  • 7+ years' managerial and administrative experience in public sector, managed care or behavioral health care.
  • Thorough understanding of managed care principles, models, and financing
  • 2+ years of experience within MN Medicaid
  • Prior experience in public sector mental health or non-profit community mental health, with knowledge of Medicaid/Medicare populations.
  • Experience working with the State or payer or provider experience
  • Demonstrated ability to work collaboratively and influence others
  • Ability to achieve goals in a highly matrixed environment.
  • Demonstrated leadership effectiveness and project management experience.
  • Demonstrated excellent verbal and written communication skills.
  • Strong customer service orientation.
  • Strong data analysis and PC proficiency.
  • Demonstrated abilities to build strong and effective teams, facilitate staff working together collaboratively, and growing and retaining top talent.
  • Exceptional planning, organization, and monitoring skills
  • Based in Minnesota


Preferred Qualifications:
  • Master's degree preferred, and licensed as a behavioral Health professional in the state of MN
  • Prior experience in a clinical role
  • Minimum five years' experience in an administrative position in a mental health organization
  • Experience in a recovery-oriented delivery system greatly
  • Strong preference given to candidates with administrative experience in a mental health delivery system and in administering a similar contract.
