Parsons is now hiring a Senior Project Control Subject Matter Expert who can apply Earned Value Management expertise to the oversight of every phase of mission critical projects.

Parsons' extensive experience in this field, combined with your professional and technical experience, will propel your career forward with this opportunity to support multiple National Nuclear Security Administration (NNSA) projects at Los Alamos National Laboratory (LANL). We need our Project Control Subject Matter Experts to be team oriented, versatile, have a strong foundational knowledge of all aspects of project controls, as well as have exceptional communication, and analytical skills.

In this role you will develop, implement, oversee and execute all phases of the project controls effort in tandem with Federal and Contractor integrated project team members. You will utilize widely diversified knowledge of project controls activities and draw upon extensive experience and exposure to various types of projects and clients to help NNSA and LANL deliver high quality construction on budget and schedule.

Responsibilities:
  • Collaborates with federal and contractor integrated project team members to monitor, inspect, analyze, and report on costs, work, and contractor performance across a portfolio of Capital Line Item Projects
  • Demonstrates strong time management, collaboration, and critical thinking skills to support changing priorities and client needs, and meet aggressive internal and external deliverable dates
  • Fosters an environment of teamwork across an integrated NNSA multi-contractor project controls team
  • Performs time-phased Cost, Schedule and Funding analysis on reporting deliverables and provides reliable evaluation details and actionable recommendations to management relating to cost, scope, and schedule
  • Interfaces with clients and contractors, participates in regular meetings, and develops senior management level communications and statistical reports.
  • Develops cost and schedule forecasts based on reporting and with input gained from collaboration with federal and contractor integrated project team members
  • Leads and/or participates in interactive planning sessions and real time analysis meetings
  • Holds meetings with client and contractor project controls teams to review and adjust developed forecasts
  • Provides guidance, direction, and specialized assistance to project for the resolution of difficult and complex project control problems.
  • Assesses the impact(s) of design/construction changes and schedule slippages.
  • Uses Earned Value Subject Matter Expertise to monitor the Contractor's approved Earned Value system description implementation and provides feedback to the Federal Project Director
  • Understands and applies engineering, procurement, earned value, and construction terminology, concepts, and relationships in an oversight role
  • May be required to make informal or formal presentations.
  • Performs other responsibilities associated with this position as may be appropriate.

Qualifications:
  • Ability to work and establish strong team relationships within a high-performance, cross-functional organization with extremely tight timelines and aggressive goals.
  • Knowledgeable in Earned Value Management Principles
  • Bachelor's degree in Engineering or Construction Management (or related field)
  • 12+ years of related experience
  • Must be willing to be on-site daily at Los Alamos National Laboratory, Los Alamos, NM.
  • Project Management Professional (PMP) or Earned Value Professional (EVP) Certification preferred
  • Requires basic engineering knowledge in electrical, mechanical, civil, or a related field
  • Proficient computing skills including proficiency in various Project Controls software including Primavera P6, and Microsoft Office Suite
  • Proven ability to perform in a support role with high level and/or limited direction
  • Proven ability to establish effective team relationships in a cross functional team atmosphere and to work independently to achieve tasks and priorities in support of the team
  • Thorough knowledge of industry practices and earned value management is required
  • Essential oral and written communication skills required to effectively interact with team members.
  • Active DOE "L" or "Q" or DoD "Secret" or "Top Secret" security clearance is preferred
  • Security clearance is not required to start
  • Prior DOE Experience preferred
