Assistant Legal Officer, Office of International Collaborations

The primary purpose of the Assistant Legal Officer, Office of International Collaboration position is (1) to serve as the primary contact for and entry-level regulatory counsel for the Office of International Collaboration and (2) to assist the Legal Officer, Ethics and Conflicts of Interest in providing the strategic vision for the conflicts of interest, institutional conflicts of interest, ethics, and export controls programs throughout the organization. To that end, the Assistant Legal Officer will: (a) serve as in-house legal and regulatory counsel on matters related to the Office of International Collaborations (including NIH, CPRIT, and other granting authorities' rules on disclosing foreign collaborations); (b) work closely with the Legal Officer, Ethics and Conflicts of Interest on conflicts of interest, institutional conflicts of interest, export control, and ethics compliance matters; (d) attend, serve on, and/or support various compliance committees, including the International Collaboration Council, the Conflict of Interest Committee, the Institutional Conflict of Interest Committee, the Integrity and Ethics Advocacy Counsel, and the Corporate Compliance Committee; (e) assist in the development of policies and procedures related to international collaboration, conflicts of interest, institutional conflicts of interest, export control, and ethics matters; and (f) assist with or perform compliance investigations and determine corrective actions related to international collaborations, conflicts of interest, institutional conflicts of interest, export controls, and ethical and/or state law violations.

The ideal candidate will have some experience with health law/healthcare.

KEY JOB FUNCTIONS

Compliance Representative

Serving as compliance representative on Institutional and University of Texas System Committees as requested.

Serving as Legal and Regulatory Counsel

Providing legal research, analyses, and guidance on international collaborations, conflicts of interest, institutional conflicts of interest, export controls, and ethics compliance issues.
Conducting investigations, audits, and other assurance reviews.
Providing legal and regulatory compliance advice and counsel to stakeholders.

General Program Assistance

Assisting the Legal Officer, Ethics and Conflicts of Interest in matters related to the Office of International Collaborations, conflict of interest, institutional conflicts of interest, export controls, and ethics programs, as well as delivering training programs, curriculum projects, or special projects in these areas.

Other Duties as Assigned

Performing special projects and/or other duties as assigned or as requested by the Chief Compliance and Ethics Officer or the Deputy Chief Compliance Officer, including, without limitation, assisting other parts of the Compliance Program on legal and regulatory matters, and assisting with investigations or reviews.

QUALIFICATIONS

Education

Required: Bachelor's degree and Juris Doctor (J.D.)

License/Certification

Required: Licensed to practice law by the State Bar of Texas within one year of entry.
