Job Summary

This critical, trusted leadership role is the strategic right-hand person/chief of staff to the VP of Infrastructure Services. This individual will be driving strategic business planning while supporting and directing change management throughout the organization. This role must work closely with the VP to help create strategic ideas that will take root and provide early facilitation until a more formal project is established. They must be a trusted advisor, brainstorming partner, thought leader, and guide to help lead and initiate change throughout the organization.

Responsibilities
  • Think strategically while providing tactical support to implement ideas
  • Provide nimbleness to be able to address pressing business issues that need immediate attention
  • Make connections across the enterprise to help break down or avoid siloed deliveries
  • Leader of the infrastructure technology strategy and planning teams, including Financial Management, and Infrastructure Intake Management
  • Proactive in escalating and resolving potential issues by calling them to the attention of the department head and identifying potential solutions
  • Has the ability to question whether our initiatives match our strategy
  • Partner across the ICS organization to put the appropriate tools and measurement systems in place to drive the adoption of technology strategy
  • Work with ICS leadership to deliver, monitor, and communicate progress on our objectives and key results, and metrics are aligned with Blue Shield of California's strategy and mission
  • Drive a cohesive approach aligning to change management activities, including communications planning, training, and stakeholder management
  • Build connections with all technology leadership including Chief of Staffs and leadership across the CIO Leadership team
  • Partner with the ICS leadership team to define, prepare and communicate technology organization plans, including quarterly, annual, and 3-year strategy, staffing, and development plans
  • Establish and maintain the organization's 120-day rolling plan with the leadership team
  • Create and publish progress against plans. Plan and lead planning sessions with the management team
  • Collaborate with the leadership team, technology governance, HR, and finance to track, analyze and report technology performance per OKRs, SLAs, KPIs, project goals, and change initiatives as needed
  • Provide support and thought leadership on workforce management and strategy
  • Divisional budget and financial management
  • Continue to enhance transparency (dashboards) on performance and health
  • Develop opportunities for cross-team effectiveness and remove organizational barriers for strong teamwork, collaboration, and excellent service delivery
  • Build a high-performing team through staff development, recruiting, and retention to support growing business needs
  • Manage to approve budgets. Understand and know costs of delivery of services provided
  • Maintain frequent and effective peer level and executive communication plans with business partners and process owners to ensure consistent messaging and service delivery
  • Ability to effectively collaborate and cultivate great working relationships across the organization




Qualifications

Knowledge and Experience

  • MBA desired. BS or MS in Computer Science, Information Technology, Management Information Systems, or related field (or equivalent experience)
  • 10+ years of related IT business work experience including 4+ years of management experience leading and building High performing teams
  • Ability to think and act creatively, championing and promoting new ideas that contribute to the aims of the organization and the department
  • Ability to work in a flexible manner in line with the organization's corporate objectives and role and be willing to undertake other duties as reasonably requested
  • Demonstrated ability to successfully lead and develop large infrastructure organization in collaboration with overall IT strategy
  • Effective communicator with a strong customer service orientation, ability to communicate effectively across multiple levels, and lead and influence senior professionals
  • Executive-level deck building, presentation skills and experience
  • Project management skills and experience
  • Proven ability to develop and lead the implementation of communications strategy, policy, and operational plans to a successful outcome, across a medium or large organization with dispersed management, preferably in the public and/or not-for-profit sectors
  • Excellent influencing and interpersonal skills, including a track record developing credibility with and supporting senior managers on the effective internal communication of major decisions and emerging strategic issues
  • Track record in leading and delivering complex large-scale projects and partnerships, often managing a range of internal and external stakeholders
  • Track record in managing, motivating, and engaging staff successfully
  • Effective financial management and budget interpretation skills
  • Good understanding of the current diversity agenda and its relationship to internal communications
  • Broad business experience driving execution and adoption of key strategic programs across large teams
  • Knowledge base & experience in Cloud (AWS, Azure), automation, core infrastructure technologies, information security and cloud migrations.
  • Strong financial analysis and budget planning and management experience and skills
