Join us at BGCAPP (Blue Grass Chemical Agent-Destruction Pilot Plant) where we will design, build, systemize, test, operate and close the plant whose mission is the safe and environmentally sound destruction of the chemical weapons stockpile stored at the Blue Grass Army Depot (BGAD) in Richmond, KY. The 15,000 acre depot stores mustard and nerve agent in rockets and projectiles. Our design concept for the pilot plant maximizes the use of existing technology from other successful chemical demilitarization facilities and well as First of a Kind (FOAK) technology. Parsons is currently seeking a HR Specialist

  • Develops and maintains project and Human Resources department schedule.
  • Participates in the interview and selection process, including making hiring recommendations. Makes staffing assignments recommendations in accordance with schedule requirements.
  • Develops project documents, processes, and procedures required to support final project deliverables.
  • Develops and administers training programs for project employees.
  • Tracks workforce data, develops matrices, monitoring and identifying performance indicators.
  • Conducts job meetings; prepares and submits summary of project progress and pending issues to management.
  • Prepares and submits monthly reports to Project Support Manager leadership and other project departments for response to client issues and expectations.
  • Provides guidance to managers regarding sensitive employee issues requiring the interpretation of company policies and guidelines.
  • Conducts employee investigations and evaluates findings, recommends appropriate action, and assists employee's manager with counseling and/or other disciplinary action, including termination.
  • Under general guidance, develops job descriptions for new positions and gathers data in support of proposal activities.
  • Collaborates with management during periodic salary reviews to ensure that employees are compensated competitively in line with comparable market positions. Recommends job title changes and promotions as appropriate.
  • Management Coordination of the company's requirements for the Chemical Personnel Reliability Program (CPRP) and the Unescorted Access Program (UAP) in accordance with Army Regulations AR 50-6 Chemical Surety and AR 190-59 Chemical Agent Security Program.
  • Performs other responsibilities associated with this position as may be appropriate.


4-year degree in Business Administration, Business Management, Human Resources, or related field and 3-5 years of related work experience.

  • Ability to apply company policies and practices to assigned area of responsibility and posses a working knowledge of related Federal and state regulations.
  • Effective interpersonal skills and the demonstrated ability to handle a wide variety of sensitive situations.
  • Demonstrated ability to effectively communicate (both verbally and in writing) with all levels of employees and managers pertaining to assigned area of responsibility.
  • Ability to clearly articulate the application of relevant laws, regulations, and, company policies and practice related to area of responsibility, and provide appropriate guidance to stakeholders and managers.
  • Demonstrated ability to handle confidential assignments and work in a fast-paced, highly-visible environment.
  • Ability to operate standard Office software. Proven ability to operate Microsoft Office Suite including Excel, Word, Outlook, and Access.
  • Professional Human Resources certification or SHRM-CP desired.

BGCAPP is subject to the Army Regulations (AR 50-6 Chemical Surety and AR 190-59 Chemical Agent Security Program) which govern persons performing work under the Chemical Personnel Reliability Program (CPRP) and Unescorted Access Program (UAP). Depending on the work performed and the access granted a government security investigation and other physical requirements may be mandated. Eligibility to be placed in a CPRP or UAP position requires US citizenship and the ability to successfully complete a National Agency Check with Local Credit Check. (NACLC).
BGCAPP is a Drug Free Workplace. All employees are subject to and agree to random drug and alcohol testing as a condition of continued employment for the duration of their assignment.
This position may also require use of PPE (Personal Protective Equipment) and personnel must pass a respirator fit test and pulmonary function test.

Ability to obtain and maintain Blue Grass Army Depot (BGAD) site access is required. Access requirements include completion of a local records check and National Crime Information Center (NCIC) check.
BGCAPP operates on a 24/7 schedule including weekends and holidays. Ability to work a flexible schedule may be required.
