Superintendent of Pardee

The Superintendent of Pardee Section plans, organizes, schedules and directs the operation, construction, maintenance, and rehabilitation of East Bay Municipal Utility District's (EBMUD) Pardee and Camanche water transmission facilities, major storage reservoirs, hydroelectric power plants, water treatment and distribution facilities, wastewater treatment, disposal, and collection facilities, watershed and recreation facilities, and other critical assets.

Main duties include:
Administration - Developing, updating and administering Pardee record information, maintenance plans, operating standards and procedures, work rules, administrative policies and procedures, contracts, procurement procedures and performance measures.

Budget Management - Developing and administering annual operating and capital project budgets.

Human Resource Management - Administering EBMUD personnel policies, developing job plans, evaluating performance, motivating employees, administering discipline, providing technical and safety training and promoting career development.

Intra-District Coordination - Working as a team within the Water Supply Division and the Water Operations Department, working closely with the Division manager, working with other EBMUD operating, maintenance, engineering, regulatory compliance and recreation/watershed units to ensure effective coordination regarding Pardee and Water Supply Division activities.

Technical Oversight - Providing general and specific direction on methods, materials, equipment and techniques as applied to the maintenance, operation, construction and rehabilitation of dams, dikes, hydropower plants, conveyance facilities, water and wastewater systems, and buildings and grounds.

Strategic Planning - Developing and regularly updating plans and knowledge retention documentation to ensure unit resources are effectively and efficiently being applied to meet ongoing obligations under changing conditions.

Communication - Providing timely and clear reports on unit activities, preparing memorandums and reports, writing letters, addressing unit employees, responding as part of the operations team to regulatory and other agencies, representing the Division with community groups and members of the public.

The ideal candidate will have:
• well-rounded leadership skills necessary to guide and direct a diverse work force with a strong focus on working as a team within the Division and EBMUD;
• knowledge of the operations, maintenance and rehabilitation of raw water and hydropower generation facilities, SCADA/communications, or water and wastewater operations and water quality regulatory issues;
• direct experience in planning, scheduling and administration or personnel;
• practical experience in matching organizational resources with variable work requirements; and
• proven ability to work constructively with employees, senior managers, other EBMUD workgroups, other government agencies, and local community interests.

The salary range is $12,726 per month increasing to $13,362, $14,030, and $14,731 after 6, 18, and 30 months, respectively.

Requirements:
1. A bachelor's degree in engineering or a related curriculum.

2. Six years of experience, two of the years as a supervisor or project manager, in the design, construction, operation or maintenance of major water transmission or distribution, or hydroelectric power facilities.

The Selection Process:

2. Candidates must achieve a passing score on each test part in order to advance to the next step in the selection process.

3. All qualified applications and supplemental responses will be competitively evaluated, with those candidates demonstrating the strongest qualifications for the position to be invited to a panel interview.

4. Successful candidates will be placed on the hiring list, based on rank, for further consideration to fill the current regular vacancy, as well as others occurring over the next 12 to 24 months.

5. The probation period for this position is 12 months. For those holding civil service status the probation period is 6 months.
