Water Conservation Representative

East Bay Municipal Utility District (EBMUD), a world-class leader in the water and wastewater industry, seeks Water Conservation Representatives who are motivated, energetic, and experienced with water and/or resource conservation and related issues.

Under general supervision, Water Conservation Representatives perform various assignments and responsibilities related to EBMUD's overall Water Conservation Program, which includes providing information, serving as a liaison, and encouraging compliance with EBMUD's conservation efforts from the communities it serves, local governments, and other groups.

Water Conservation Representatives also plan, develop, and submit recommendations for conservation program implementation and evaluate program results. Assignments can include conducting interior and exterior (landscape) complex water use surveys for single family, multi-family and commercial, industrial and institutional customers, and irrigation only accounts providing consultation to customers on water use efficiency, reviewing and evaluating plans for upgrading and retrofitting indoor and outdoor water-using equipment, and distributing water-saving devices and information as needed. They also represent EBMUD within the community and EBMUD's service area regarding the implementation of and voluntary compliance with EBMUD's Water Conservation Master Plan. Frequent and effective communication with a wide variety of people, technical expertise, and public relations skills are essential requirements for these positions.

Typical responsibilities may include:
• Conducting complex water surveys by inspecting various sites including single family, multi-family, commercial, industrial, and institutional, and irrigation only accounts for indoor and outdoor water use practices, and making recommendations in writing and orally for improving water use efficiency.
• Evaluating landscapes and landscape plans for compliance with EBMUD and State codes; an understanding of complex, technical irrigation parts and technology, and the ability to relay that information to the general public.
• Knowledge of plant health, plant care, and plant maintenance.
• Database development, testing, implementation and facilitating end user evaluation with multiple stakeholders input.
• Providing technical assistance to customers to identify conservation opportunities in landscape irrigation, residential and commercial fixtures and equipment, and industrial processes.
• Developing, implementing, and administering conservation programs and projects including contract administration, fiscal management and water savings assessment, and compliance with water conservation best management practices.
• Supporting procurement of materials and professional services required for conservation program implementation.
• Providing technical expertise in the development of public information materials.
• Developing ideas, themes, and plans for public information and education campaigns regarding water conservation goals.
• Writing memos, Board documents, correspondence, technical reports, and grant proposals as required.
• Developing and conducting community workshops, making presentations, attending community events, and performing other public relations duties.
• Distributing water-saving devices to single family homes, apartments, hotels, motels, commercial establishments, and office buildings; then conducting follow-up surveys.
• Conferring with representatives of the landscape profession, other utilities, agencies, industry associations, manufacturers, and vendors of water-using fixtures and equipment as necessary to obtain and provide technical information.
• Researching new technologies and alternative types of water-using fixtures, equipment, and processes that have potential application to residential, commercial, and institutional customers.
• Inspecting plumbing fixtures, water reuse systems, or other water-using equipment to determine eligibility for EBMUD rebate programs.
• Performing other related duties and responsibilities as required.

The ideal candidates will possess the ability to deal effectively and professionally in sensitive and difficult situations, excellent written and oral communication skills, water and/or other resource conservation experience, a proven ability to analyze facts, derive logical conclusions, and make appropriate recommendations and solutions. Additionally, strong project management skills that include project development and implementation, experience with GIS and other databases, and an attention to details are highly desirable.

The Water Conservation Division is part of EBMUD's Customer and Community Services Department. The hiring list established from this selection process will be used to fill these openings, as well as other temporary and/or permanent vacancies that occur in the next 12 to 24 months.

The salary range is $7,773 per month increasing to $8,162, $8,570, $8,999 and $9,449 after 6, 18, 30, and 42 months, respectively.

1. A bachelor's degree in landscape architecture, horticulture, environmental or physical sciences, or closely related field and one of the following:

2a. Two years of experience equivalent to the EBMUD classification of Water Conservation Representative, Water Conservation Technician, or Field Services Representative II; OR

2b. Two years of experience in landscape or irrigation design, or a closely related field; OR

2c. Two years of experience in the inspection, design, and/or maintenance of water or wastewater systems used in commercial or industrial manufacturing processes; OR

2d. Two years of experience in sampling and performing laboratory analysis of water for chemical, biological or bacteriological purposes.

Must possess a valid California driver's license and have a satisfactory driving record. In addition, the incumbent must possess the physical characteristics to perform the critical and important duties of the position. Must be willing to work overtime as needed.

The Selection Process:

2. Candidates must achieve a passing score on each test part in order to advance to the next step in the selection process.

3. All qualified applications and supplemental responses will be competitively evaluated, with those candidates receiving a passing score to be invited to a panel interview tentatively scheduled for September 2021.

4. Successful candidates will be placed on the hiring list, based on rank, for further consideration to fill the current regular vacancy, as well as others occurring over the next 12 to 24 months.

5. The probation period for this position is 12 months. For those holding civil service status the probation period is 6 months.

6. All employment offers are conditional, pending the results of a Live Scan background screening. All selected finalists must participate in the Live Scan background screening process to remain in consideration for EBMUD employment.
