Job Summary
  • Responsible for all aspects of program and project development involving cross-functional teams focused on delivery of internal products, programs or administrative systems.
  • Oversees plans and directs schedules as well as budgets.
  • Monitors programs/projects from initiation through delivery and interfacing with internal customers.
  • Organizes activities and interdepartmental meetings; ensures communication facilitates completion of the program/project on schedule and within budget constraints.
  • Applies Agile (SCRUM) or Waterfall methodologies to all programs and projects.
  • Responsible for managing the ongoing portfolio of projects to ensure ongoing alignment with Blue Shield of CA's strategy and company objectives, as well as interdependencies of other business units.

  • Provide overall program leadership, guidance, and manage all aspects of a given program, including requirements gathering, business case creation, and implementation.
  • Plan, analyze and implement operational changes to departmental and or enterprise initiatives that involves multiple functional areas.
  • Develop reporting and monitoring tools that enable project stakeholders to meet goals related to compliance or contractual outcomes.
  • Provide steady leadership in the face of uncertainty, change, and aggressive deadlines common to a rapidly growing company with an evolving business model.
  • Develop resourcing strategies to ensure optimum support for projects and for the day-to-day operational activities.
  • Proactively set performance expectations and help project managers and subordinates manage expectations of delivery and requirements, yielding consistent results.
  • Review program budget variance and scope change requests, and participate in the budget-resolution process.
  • Ensure that the scope of the projects within the program align with business priorities Manage program-level risks and interdependencies.
  • Lead cross-functional meetings and foster teamwork; drive escalation and resolution of issues, while promoting collaboration and coordination across broad categories of stakeholders.
  • Address escalated resourcing issues with project manager and resource manager, as needed.
  • Support and coach project managers within the program, while providing technical expertise in planning, execution, and leadership of program, projects, and initiatives.
  • Provide program reporting and status to senior management.
  • Other duties as assigned.


Knowledge and Experience
  • Generally, requires Bachelors degree or equivalent and 7 years of experience in the related area.
  • Masters degree or clinical licenses preferred.
  • Previous project management experience required.
  • Previous Lean and other performance improvement methodology training and or experience required.
  • Previous technical experience with business intelligence tools such as Tableau, SAS and or other related applications.
  • Excellent analytical and problem-solving skills.
  • Requires deep knowledge of job area typically obtained through advanced education combined with experience.
  • Typically, viewed as a specialist within discipline.
  • May have broad knowledge of project management.

Office Environment - roles involving part to full time schedule in Office Environment. Based in our physical offices and work from home office/deskwork - Activity level: Sedentary, frequency most of work day.
