The Regional OptumCare STARs Associate Director will be responsible for supporting regional and market STARs improvement efforts with our OptumCare provider partners. The role will partner directly with West Region and OptumCare market, regional, and national leaders to plan, execute, and track performance improvement strategies, coordinating UHC and OptumCare resources to improve STARs performance across the enterprise. This role will work closely with UHC and OptumCare National, Regional, and Market leaders and Health Plan executives to build relationships and lead cross-functional teams to drive STAR Ratings improvement through innovation, strategy development, and operational excellence.

Primary Responsibilities:
  • Partner with market and regional leaders to develop, support, and execute strategic performance improvement plans to improve UHC OptumCare STARs performance and achieve market and contract performance goals
  • Lead and support market and regional leadership within UHC and OptumCare in the development and execution of programs that improve performance on HEDIS, CAHPS, HOS, Part D, and Operational STARs measures for OptumCare provider groups
  • Analyze and interpret data to identify trends, solve complex problems, and support market and OptumCare leaders in developing strategic plans to drive STARs improvement and tracking progress to goal
  • Support UHC market leaders in developing, fostering, and maintaining strong partnerships with OptumCare partners by increasing transparency and collaboration and helping to improve internal processes to better support the partnership
  • Identify, document, and disseminate best and worst practices for achieving high performance on STARs measures, sourced from within UHC and across OptumCare
  • Report out on regional OptumCare performance, action plans, risks, and mitigations to UHC executive leadership
  • Develop reporting and tools to create distinction with our OptumCare partners and drive OptumCare improved STARs performance
  • Serve as the initial point of contact and SME on regional OptumCare STARs when working with UHC functional business leaders and teams (National Stars, Network, Clinical, Marketing, Sales, Customer Service, etc.) to provide context and deeper understanding on OptumCare STARs structure, performance, and partnership
  • Predicts and understands industry regulations that impact the CMS STARs program and measures, proactively shares impacts with OptumCare partners, and incorporates them into short and longterm planning strategies
  • Develops and maintains strong collaborative relationships within UHC Government Programs and OptumCare, including executives, regional and national leaders
  • Lead special projects and/or activities as requested by national, regional, and market leadership

Required Qualifications:
  • Bachelor's Degree in business administration, finance, or healthcare-related field OR 10+ years direct experience in leading a team in business, finance, or healthcare
  • 3+ years of experience with CMS Star ratings and/or HEDIS measures and clinical quality
  • 3+ years of experience in a large, complex and successful health care / managed care organization with demonstrated track record of increasing responsibility and accountability
  • Proficiency in MS Office Suite experience, advanced user in Power Point, Excel
  • Solid project management skills including ability to work with internal UHG teams to accomplish needs of the market
  • Ability to understand data management and speak to provider data needs and systems
  • Telecommuter based position with 25% travel

Preferred Qualifications:
  • Experience with capitated/delegated provider contracts and operational structures
  • Solid written and verbal communication skills, including well-developed interpersonal skills used to influence the behavior of others across a highly-matrixed organization
  • Track record of meeting business goals via driving disciplined, fact-based decisions and executing with discipline and urgency
  • In-depth knowledge of Star Measure Technical Specifications
  • In-depth knowledge of the engagement strategies to improve Star Measure performance
  • Demonstrated success building relationships with external executives and stakeholders
  • Demonstrated solid analytical skills
