Job Summary

Administer Company Policies and Procedures on both the supervisory and contract level. This responsibility includes all tasks concerned with the supervision of personnel such as (but not limited to); time card approval, requisition approval, credit card approval, evaluations, vacations, personal development, training, counseling, discipline, work schedules, the setting of goals and priorities, contract enforcement and the handling of grievances. Provide section representation for Internal Audits. Review findings, communicates and initiates policy or procedural changes based on the audit findings. Responsible for preparing regulatory reports for SF-6 gas emissions, Business Impact Analysis, Business Continuity Plans, and NERC PRC-005 reports.

Job Responsibilities

• Responsible for Managing Five (5) Sections in the Department: Rigging & Cranes, Steel Fabrication Shop, Electrical Shop, Engineering Section, and Civil Construction.

• Plan responsibilities required to complete activities in conjunction with capital projects, preventive and demand maintenance projects.
• Perform budgetary projections, track and analyze expenditures. Provide feedback to •Cost Analysts for variance tracking and budget control. This also includes administering the Department’s Capital tools program.
• Provide evaluations to Civil, Electrical and Power Engineering regarding design packages, to ensure the most efficient construction process installation, and to ensure the successful completion of future maintenance activities.
• Determine the Section's required personnel complement in or to hire employees.
• Approve budgets, award of contracts to vendors, development of specifications, purchase orders, rental of equipment and equipment suppliers as it relates to the groups work in Substations, Transmission and Distribution and Contract Management.
• Meet with Vendor’s and Manufacturer's representatives to perform product service evaluations.
• Work with Procurement to obtain purchase orders for projects and activities that are contracted out.
• Provide environmental information on maintenance and inspection activities to complete investment recoveries.
• Administer Company Policies and Procedures on both the supervisory and contract level.

• Review test results and other test data to determine equipment health and suitability for service.
• Identify projects and develop project justification documents in the Spend Optimization Suite System to obtain LIPA funding.
• Participate in Engineering Specification development, equipment bid process, and equipment design reviews.
• Complete factory inspections and manage Engineering’s equipment inspection schedules
• Provide a field presence to ensure work is being performed in an efficient and safe manner. This includes all capital projects, maintenance, failures and environmental related issues.
• Provide 24 x 7 on-call response to Electric System Operations (ESO).

Job Specific Qualifications

Required:

BS degree in Engineering

10 yrs. Engineering experience in the utility industry (such as system engineering and/or major substation equipment)

2 years of experience in a management position with bargaining unit employees and/or non- represented employees

Working knowledge of applicable codes (ANSI, IEEE, ASTM, NEC, NESC, etc) and regulatory requirements (NERC/FERC/NPCC).

Demonstrated, advanced technical/professional knowledge and experience.

Applies advanced technical theories and engineering tools and methods using mature judgment and sound engineering principles.

Strong planning and organizing skills.

Demonstrated managerial/leadership skills.

Prior responsibility for managing a budget. Strong verbal and written communication skills.

Effective problem-solving and decision-making skills.

May have to travel to other Company locations, as well as vendor locations in the USA and other countries.

This position requires driving to company locations and off-site assignments and events, applicants must possess a valid US driver’s license with a safe and satisfactory driver history.

Desired:

Bachelors Degree in Electrical or Mechanical Engineering

Advanced understanding of system impact on substation equipment and substation equipment impact on the system.

Possess a high level of substation equipment knowledge.

Prior experience testing and evaluating substation equipment.

NY Professional Engineering License.
