Job Description

The Health Solutions PMO is seeking a dynamic Senior Principal Project Manager for the Health Solutions portfolio to drive strategic and operational program and project initiatives.

The Senior Principal Project Manager acts as a business and technical project and program leader partnering with the business and technical drivers to execute the portfolio including schedule, scope, IT and business resource management, financials, benefits tracking, and issue/risk management to ensure successful completion of projects, programs, and operational initiatives. Single point of accountability for project status within an assigned program. Partners with multiple delivery teams to influence and improve project-based activities to achieve operational efficiencies.

The Senior Principal Project Manager provides direct management of schedule, issues/risks, budget, and resources managing initiatives up to $5M+ or larger. Defines project governance and project structure. Tracks projects against major milestones and business targets. Defines, implements, and facilitates change management. Actively manages project budgets including actuals reviews and monthly forecasting. Leads and facilitates executive and senior leadership meetings.

The Senior Principal Project Manager may directly manage project managers and/or scrum masters in the portfolio. Participate in or lead recruiting and staff assignments with internal and external resources within an assigned program. Monitors team work and completion progress.

  • Ability to consult with all levels including senior management, make recommendations, and influence decision-making.
  • Leverages cross-functional internal and external relationships to drive initiatives forward.
  • Ability to effectively maneuver through organizational dynamics and tailor approach to ensure optimal outcome.
  • Plans and implements multiple and extremely complex projects/programs spanning across business areas.
  • Proven ability to determine key business issues, develop effective action plans and implement to successful conclusion.
  • Direct large-scale, complex projects that may involve multiple internal and external stakeholders.
  • Develop the project charter, integrated project plan, resource plan, contingency plan, and related project management artifacts.
  • Evaluate trade-offs between project size and complexity, cost, urgency, risk, and stakeholder value.
  • Validate financial forecasts and provide on-going reconciliation of resources and other related project expenditures.
  • Partner with business and technical sponsors to define success metrics and criteria.
  • Build, lead, and coach multiple project teams throughout project lifecycles.
  • Facilitate all operational readiness (both technical and operational) activities throughout the lifecycle of projects.
  • Assess and resolve all high priority project risks as they are encountered.
  • Ensure all projects adhere to project methodology compliance standards set by the company.
  • Continually update relevant business and technical stakeholders of project status and periodically publish project status reports.
  • Serve as a subject matter expert in routinely briefing key stakeholders on different aspects of assigned initiatives.
  • Define and track project milestones while developing, maintaining, and reporting on an overall and integrated delivery plan.
  • Ensure all projects meet success parameters and Return on Investment (ROI) targets stated in the business case.
  • Assist, share learning, and mentor others within the Program Management Community regarding standards, organizational understanding, and relationship building to promote the successful delivery of projects.


Knowledge and Experience
  • Typically, requires a college degree or equivalent experience and minimum 10 years of prior relevant experience.
  • Position is hands on and may have oversight for other project or program managers depending on the project assignment complexity.
  • Executive level communications and ability to synthesize information is required.
  • Must have both business and technology project/program management experience.
  • Project and program management with increasing scope and schedule complexity and budget accountability.
  • Managing agile/scrum cross-functional teams and implementing agile methodologies within an IT organization.
  • Information technology/technical background experience.
  • Demonstrated leadership on large-scale enterprise-wide projects ($5M+ budgets).
  • Expertise in Microsoft Project, Planview, or similar project management tools.
  • Experience utilizing multiple software delivery methodologies (i.e., waterfall, hybrid, agile).
  • Knowledge of Blue Shield of California (BSC) or prior healthcare payer experience preferred.
  • Project Management Institute (PMI) Project Management Professional (PMP) required.
  • This position may require 10% - 15% travel generally between BSC locations within California.
  • The position will be based in either El Dorado Hills or Oakland.
