Emergency Preparedness Specialist


Job Description:

The Leidos Intelligence Group has an opening for a fully cleared leader who is seeking a rewarding and challenging opportunity supporting a Federal client by providing onsite emergency preparedness subject matter expertise.

Primary Responsibilities

Contractor will utilized their emergency preparedness subject matter expertise to support a Federal client's Continuity of Operations (COOP) and Continuity of Government (COG) requirements. The selected contractor will facilitate, develop, and participate in briefings and discussions on emergency response planning; evaluate the need for new or revised plans to include COOP and COG; facilitate and participate in debriefings following drills, exercises, and/or incidents; develop and implement training courses to meet the in-house medical response requirements for active threat, mass casualty, and/or CBRN response; prepare pre-briefings and/or accompany senior Federal management to executive level discussions as the recognized subject matter expert in Emergency Management. During an emergency response or special event the Emergency Preparedness Specialist shall be prepared to assume Command within the established Incident Command structure.

The Emergency Preparedness Specialist will interface with various Federal stakeholders, both within the client's organizational structure and also with external local, state, and Federal emergency response entities. Emergency Management requirements may arise both CONUS and OCONUS - there is the possibility of TDY requirements in a limited capacity. Local travel between Federal, state, and local government facilities within the region is expected - POV mileage/tolls are eligible for reimbursement when requested in advance per contract procedures and Federal regulations.

Basic Qualifications
  • Top Secret SCI clearance
  • Bachelor's degree
  • 12+ years of experience in emergency management, COOP/COG, public safety, project management, analysis, or other related fields, with 5+ of those years focused on emergency management or other directly related field experience
  • Federal Emergency Management Association (FEMA) Incident Command System (ICS) certification (ICS 100/200/300/400/700/800)
  • Excellent verbal and written communication skills
  • Must have strong inter-personal skills and ability to interact effectively with various clientele and employees of varied skill/education/experience levels
  • Highly organized and detail oriented; ability to multi task and problem solve independently
  • Must be able to work well under pressure

Preferred Qualifications
  • Knowledge of the Intelligence Community structure and agencies
  • Knowledge of Federal COOP/COG programs, procedures, roles, responsibilities, and concepts
