HJF is seeking a Program Manager IIto support the Director for Global Health under the Department of International HIV Prevention and Treatment (IHPT) in management of contractual, administrative, financial and procurement activities supporting prevention, care, and treatment initiatives in Kenya, Nigeria, Philippines, Tanzania, and Uganda by the Walter Reed Army Institute of Research (WRAIR), U.S. Military HIV Research Program (MHRP) through the President's Emergency Plan for AIDS Relief (PEPFAR). This position is located at the Rockledge Office in Bethesda, MD. HJF provides scientific, technical and programmatic support services to MHRP.

The Senior Program Manager uses project and contractual management skills, and content knowledge to ensure high-quality ongoing technical support for country office contracting, administrative, financial and procurement teams. Additionally, the Senior Program Manager serves as the IHPT Program Management Team lead and directly supervises the Program Coordinators and their respective portfolios. The incumbent serves as the IHPT managerial point of contact, in coordination with the teams listed above, for all PEPFAR funded projects including budget development, monitoring, and PEPFAR mandated Expenditure Reporting. This includes the development and finalization of site-specific subaward scopes of work (SOW), budgets and tracking of procurement needs and submissions, and cost-effectiveness anlayses. In addition, the incumbent serves as the IHPT lead in managing partner subawards/contracts for monitoring performance against deliverables including achievement of programmatic targets and expenditures.

  1. Primary Responsibilities:
    • Serves as the managerial point for all IHPT country/site task orders and procurements, domestically issued contracts and in country PEPFAR partner contracts and subawards.
    • Supervises IHPT Program Coordinators and their respective portfolios and provides routinized and mentorship that allows for growth within the Program Coordinator position.
    • Assists with the development and review of implementing partner workplans to ensure alignment with PEPFAR strategic direction, budgets, interventions, above-site activities, and targets from the Country Operational Plan (COP); Oversees process to ensure workplans are appropriately updated on a quarterly basis to ensure programmatic pivots are made in an effective and timely manner.
    • Works closely with HJF Finance team to support the budgeting processes for all PEPFAR funds received across all countries/sites, ensuring alignment with PEPFAR strategic direction, budgets, interventions, above-site activities, and targets from the COP.
    • Serves as support for IHPT and site engagement with MHRP and HJF Finance.
    • In conjunction with HJF Finance, coordinates quarterly and annual PEPFAR program Expenditure Reporting inclusive of all PEPFAR funded expenses.
    • Performs continuous and routine monitoring of partner performance against quarterly submissions and triangulates achievements, financial metrics, and programmatic activities to optimize partner performance by analyzing partner performance trends.
    • Contributes to the development of concepts, strategies, practices, and procedures to improve the efficiency and effectiveness of overall partner management.
    • Assesses program implementation trends, identify gaps inhibiting the ability of the program to effectively achieve key outcomes and milestones.
    • Communicates with MHRP support sections and HJF Contracting to ensure external contracts and subawards are executed and modified in a timely manner and ahead of the subsequent fiscal year.
    • Assists in the resolution of subaward and contracting issues through quarterly reviews and weekly contracting meetings to make recommendations/suggestions when applicable.
  2. Secondary Responsibilities:
    • Represents IHPT on contracting and administrative calls with HJF International Contracting, Administration, Finance teams and counterparts in-country.
    • Keeps abreast of procurement status updates as they relate to IHPT and follows up with site(s) as necessary; approve partner invoices, vendor contracts and procurement requests in HJF's online management systems.

Required Knowledge, Skills and Abilities: International contract/grant management experience in commercial and/or not for profit/NGO sectors. International experience working abroad while performing contracting duties and/or working for NGOs. Exceptional analytical skills and advanced written and oral communication skills. Ability to effectively present complex ideas to diverse audiences. Capacity to create and/or maintain systems and procedures for managing complex programs with many implementation sites, partners and stakeholders. Ability and willingness to work in a challenging and dynamic environment with competing priorities. Ability to think strategically and work in a fast-paced environment; Ability to effectively prioritize projects, schedules, and deliverables; Flexibility to adapt to changing policies and requirements; Must have excellent interpersonal skills and the ability to work in a fast-paced environment with demonstrated ability to juggle multiple competing tasks and time-sensitive demands; Demonstrated initiative, creativity, and flexibility in problem solving; Ability to quickly absorb and apply new concepts and systems.

Minimum Education:Bachelor's degree required for this position.

Minimum Experience/ Training Requirements: Minimum of 6-8 years of experience required for this position.

Physical Capabilities: Ability to sit for prolonged periods of time at a computer and/or desk; ability to move within the worksite.

Supervisory Responsibilities: Supervises Program Coordinators within the IHPT Program Management Team.

Work Environment: Set within an office work environment.

Travel Requirements: Incumbent will travel to field locations in Africa on an as-needed basis. Ability to travel to PEPFAR sites in Africa approximately 10-20% of the time.

Background/Security: Eligibility to obtain and maintain a Tier I investigation/Public Trust and a Common Access Card (CAC).
