Parsons Health: We are committed to using innovation to drive the greatest value for our customers.Job Description:Parsons is seeking an experienced Network Deputy Program Manager to work at the Traumatic Brain Injury Center of Excellence (TBICoE). The Network Deputy Program Manager will follow the established guidance of the Program Manager, TBICoE leadership and the government Network Site Directors within their assigned network region. The Deputy PM will facilitate information flow at network sites within their region and between contract staff, department/office staff (HQ), as well as government staff on site and Parsons company POCs. This is a proposed full-time role, pending award of contract. TBICoE, formerly known as the Defense and Veterans Brain Injury Center (DVBIC), is a Federal Program within the Department of Defense (DoD), Defense Health Agency (DHA) J9 Research and Development Directorate. TBICoE supports a multi-center network of military treatment facilities and Department of Veterans Affairs medical centers with TBI education and research initiatives.Primary Responsibilities:
  • Provide expert project management to coordinate multiple projects, and resolve complex issues quickly ensuring full compliance with all contract requirements, schedules, and provisions for each assigned Network site.
  • Perform duties under the guidance of the Program Manager, TBICoE leadership and the Network Site Directors within the assigned network region.
  • Oversee and execute the assigned network sites' contract personnel actions, manpower utilization, workflow and operational procedures as outlined in contract requirements.
  • Reviews space utilization and needs for each Network Site and submit recommendations.
  • Provide input regarding the assigned network site's budget as a whole and for individual, identified projects as required.
  • Analyze cost and pricing data submitted to verify and substantiate direct and indirect costs for all assigned Network Sites.
  • Oversee and/or prepare program summaries and reports for government Site Directors, TBICoE leadership, and others as required and/or requested.
  • Coordinate initiation and processing of purchase order requests, supply sources, work orders and maintenance and renovation requests for each assigned Network Site.
  • Identify and evaluate potential risks to the mission and goals and offer solutions.
  • Master's in management or health-related field required. Ph.D. in a related field is preferred.
  • 10 years' experience working with government agencies, contracting, and multi-faceted programs required.
  • Minimum 8 years' experience working within the DoD/VA systems of care.
  • Must adhere to legal, professional, and ethical codes concerning confidentiality and privacy.
  • Experience with DOD/VA research ethics, human subjects' protections, and data security.
  • Available to travel locally, regionally, and nationally.
