Parsons Health: We are committed to using innovation to drive the greatest value for our customers.Job Description:Parsons is seeking qualified applicants for Deputy Program Manager (PM) at the Traumatic Brain Injury Center of Excellence (TBICoE) Headquarters (HQ) in Silver Spring, MD. The Deputy PM will follow the established guidance of the Program Manager and TBICoE leadership and facilitate information flow between TBICoE Leadership, Program Managers, government and contract staff and contract company throughout HQ and 16 Network Sites. This is a proposed full-time role pending contract award. TBICoE, formerly known as the Defense and Veterans Brain Injury Center (DVBIC), is a Federal Program within the Department of Defense (DoD), Defense Health Agency (DHA) J9 Research and Development Directorate. TBICoE supports a multi-center network of military treatment facilities and Department of Veterans Affairs medical centers with TBI education and research initiatives. Primary Responsibilities:
  • Provide expert project management to assist with program and research coordination of multiple sites, projects, and complex issues, including 16 sites throughout the United States and overseas, ensuring full compliance with the contract, budget, and schedule requirements.
  • Provide on-site administrative assistance to PM for oversight of contract personnel, to include pay, promotions, leave, work hours, conflict resolution, work performance, and disciplinary actions.
  • Coordinate hiring of new contractors and serve as a key resource for all contract personnel. Collaborate with the government to hire personnel who meet the research project and mission objectives.
  • Support budget tracking and ensure that financial obligations follow approved budgets.
  • Ensure timely preparation and delivery of summaries, regularly scheduled and ad hoc reports for TBICoE leadership and others as required.
  • Identify and evaluate potential risks to research goals and mission and offer solutions.
  • Provide advice on manpower utilization, workflow, and operational procedures to increase efficiency, productivity, and overall program improvement.
  • Draft requests for actions, proposals, and other project-related activities.
  • Ensure full compliance with all contract requirements, schedules, and provisions.
  • Master's in management or health-related field required.
  • Minimum of 10 years of related experience working with government agencies, contracting, and program management are required.
  • Minimum of 6 years' experience managing large, multi-faceted government programs, oversight and execution of annual budgets in excess of $15M, and knowledge of DOD research ethics and regulations.
  • Available to travel locally, regionally, and nationally.
  • Must adhere to legal, professional, and ethical codes concerning confidentiality and privacy.
