Parsons is seeking a Program Director to lead medium to large-sized projects with the Federal Government and ensures on-schedule completion within or below budget in accordance with contractual obligations. The Project Director is responsible for the scope development, scope management and commercial performance of the design-build project to meet project goals and objectives. The role will require planning and defining program goals along with methods to accomplish them; design-to budget management; subcontractor management; develop in-depth knowledge of client objectives, contract terms, and corporate policies. Typical projects range up to $200 million in total installed cost.

  • Execute complex projects that employ innovative Integrated Project Delivery approaches like Design-Build, Progressive Design-Build, or CM-at-Risk. On select opportunities, bid and/or negotiate hard-money, construction jobs for specific clients and markets.
  • Leadership role and turnkey responsibility to execute complex design-build project for the US Army Corps of Engineers located in Radford Virginia.
  • Management and tracking of all key performance indicators for project success including safety, quality control, schedule and financial performance metrics.
  • The complex design-build project is heavy process related and require hands on management for 3.5 year performance duration.
  • Federal contracting and US Army Corps of Engineers (USACE) experience required.
  • Ability to manage large scale, at-risk construction ranging from $200-300M.
  • Design management skills required. Collaborate and provide leadership to directly manage successful design to budget and schedule for in-house design success.
  • Proven ability to identify design and construction risks along with project specific mitigation strategies. Will manage project risk profile within the company's corporate risk and control framework to govern, assess, mitigate and manage operational and financial risks at the task and project level.
  • Collaborate and Provide Services across multiple markets - Critical Infrastructure comprised of Federal Solutions, Connected Communities and Mobility Solutions business units.
  • Support strategic planning in conjunction with the Business Unit Leadership.
  • Assess present and future project needs, trends, and challenges; determine resources required to meet project objectives; direct efforts to acquire and retain necessary resources to meet project performance metrics.
  • Travel (20+%) is required.
  • Perform other responsibilities associated with this position as may be appropriate.

  • 12+ years of broad and diversified experience with a strong reputation across North America for design-build construction management.
  • Prior experience managing $80+ Million at-risk industrial construction project(s) highly desired.
  • Experience with P&L management.
  • Experience with FAR.
  • Prior experience with explosive ordnance permitting a plus.
  • Proven ability for managing a large and diverse group of personnel within field of expertise and providing direction for resolving complex work assignments.
  • Expert knowledge of standard practices within field of expertise, as well as applicable codes and regulations.
  • At-Risk construction experience for large lump sum, firm-fixed price project opportunities preferred.
  • Experience with pricing strategy and negotiation techniques.
  • Demonstrated ability to assess risk areas and risk mitigation across different contract types and market spaces, with extensive knowledge of risk identification and mitigation strategies within lump sum, turnkey EPC programs.
  • Able to be 'hands on' when necessary but knows when to step back to foster opportunities for employees to reach their full potential.
  • Demonstrated proficiency in management and client relations skills.
  • Effectively solves complex problems and exercises excellent judgment regarding engaging senior management involvement in significant issues.
  • Excellent written and oral communication skills, including the ability to make effective presentations and conduct focused briefings to all levels of management.
  • Demonstrate an overall high level of competency in strategic thinking, talent development, inspiring and influencing others, collaboration, situational agility, global / industry awareness and sound judgment.

  • Bachelor's degree in a related field (or equivalent experience).
  • Advanced degree in management or related field is preferred.
  • Professional registration or certification is preferred.
  • Active membership in a related professional society.
