Program Control Lead Analyst - Remote

A Lead Program Controls Analyst is sought to join BAE Systems Platforms and Services Combat Vehicle Project Control Team supporting an on-going major upgrade U.S. Army Engineering program. The position, under limited supervision, will support the Project Control application in the execution of technical business operations of the Performance Measurement System. The position will provide tactical and strategic Project Control support to guide the Program Managers, Control Account Managers (CAMs), and other key stakeholders in the areas of Program Initiating, Planning, Executing, Monitoring & Controlling, and Closeout.

The position will support data flows between the Program Controls function, Performance Measurement System, and other Business Systems including Accounting, Financial, Manufacturing Operations, Materials Management and Acquisition (MMAS), and other systems as needed to ensure proper reconciliation and integration of data to produce information, metrics, and reports. The Lead Analyst will oversee the work, resources, and dollars using program controls tools drawing from advanced understanding of program management methodology, program control principles, and hands-on experience with planning and cost processing software. The primary outputs include but are not limited to externally submitted Performance Management and Cost Management Contract Data Requirements List (CDRL) reports and internal reports leading up to CDRL publication. The position will support training, mentoring, and coaching of other program resources regarding Program Controls inputs, processes, and outputs.

The position will report to the York, PA facility but remote working arrangement options (full time/part time remote) are available.

Required Education, Experience, & Skills
Bachelor Degree in a relevant discipline +6 years of Program Controls/Program Management experience; or a Master degree in a relevant discipline +4 years of Program Controls/Program Management experience; or relevant Ph.D. +2 years of experience.

Expertise in understanding and using Earned Value Management concepts and processes. Experience with risk management, financial management, work breakdown structures, change management, cost estimating, configuration management and system surveillance, operations, and procurement. Familiarity with Defense Federal Acquisition Regulations, ANSI-748-D, EVMIG, and NDIA Intent Guides.

Demonstrated ability to support program managers and their control account managers with the use and maintenance of program controls systems and metrics/reporting. Demonstrated ability to support the development of resource loaded baselines and execution to baseline budgets including but not limited to schedule statusing, performance recognition, incurred cost management, cost estimate forecasting, variance analysis, and change control. Ability to work independently and meet deadlines, including working in a programmatically matrixed organizational environment with the skill to develop and implement new processes and procedures. Ability to effectively communicate and work with both technical and non-technical staff. Ability and willingness to work additional hours beyond the normal work day when required to meet deadlines.

Must possess strong understanding and technical skill using Microsoft Excel. Experience with an EVM Engine software. Experience with a Scheduling software . Experience with an Accounting System of Record software.

Ability to legally operate cars and light trucks. Ability to travel domestically and internationally by commercial air carrier. Ability to obtain a Security Clearance if Required.

Preferred Education, Experience, & Skills
Experience in Planning/Scheduling in addition to Program Controls preferred

Subject Matter Expert with Program Controls/Program Management processes preferred

EVM Engine software preferred: Cobra

Scheduling software preferred: OpenPlan

Experience with wInsight/APEX Reporting Tools preferred

E xperience with Manufacturing/Supply Chain Requirements Planning Systems (ERP/MRP) preferred

Experience with an Accounting System of Record software. Accounting software preferred: Oracle

Program Controls/Program Management or other professional certification(s) preferred

Experience implementing EVM Systems preferred

Experience with EVMS Site Validations, Joint Surveillance Audits, System Surveillance Reviews preferred

Experience with Integrated Baseline Reviews preferred

Experience interfacing with external Department of Defense resources preferred

Experience leading groups and teams on large programs in a fast paced environment preferred

Experience in directing, training, and mentoring usage of program controls systems and tools preferred
