Capture Program Manager


Job Description

BAE Systems' Ground Vehicles group is recruiting for a Program Manager to lead the management of the Artillery capture activities. The successful person will be responsible for all planning and activities that lead up to the submittal of a ROM (rough order of magnitude), submittal of a proposal, and activities that follow the submission of these products to our customers. Additionally, responsible for managing the life-cycle management program associated with these activities; coordination with the program managers that will execute the efforts (assuming capture), and leadership of multiple cross-functional teams.

Primary duties and responsibilities include:
1. Manages, coordinates, plans, organizes, controls, integrates, and executes activities that results in the development and submission of ROM and proposals to the customer. Coordinates with business development partners to develop strategies to increase probability of win (P-Win) of opportunities being sought. Coordinates with functional leadership to identify resources for each cross-functional team needed to develop products to capture opportunities. Participates in annual planning activities for the directorate to develop its internal investment budget.
2. Manages multiple budgets through disciplined process that allows for accurate forecasting of EAC and ETC of those budgets (up to 10 budget lines) tied to resources necessary to execute intended use. Provides director level leadership understanding of resource needs and makes recommendations for alternatives of use, as well as, when the director should request to turn in or ask for more budget.
3. Leads BAE Systems' Lifecycle Management (LCM) planning and implementation for Common Subsystems and other program related efforts. Ensures LCM mandates are implemented for the efforts and ensures documentation is of acceptable quality and completeness.
4. Actively promotes a culture of safety, health, and personal wellbeing for self, employees and the functional team. Maintains a safe work environment and ensures compliance with safety and environmental objectives and policies.
5. Proficient in managing to and complies with all company policies and procedures including but not limited to ethics, export control, proprietary information, document/record retention, public communication, union contract regulations, etc.
6. Often acts independently to uncover and resolve issues associated with the development and execution of the activities to develop estimates for the customer and develops ideas to grow the business.


Required Education, Experience, & Skills
  • Bachelor's Degree and 8 years of relevant work experience.
  • Outstanding track record of ethics and integrity.
  • Demonstrated leadership skills in development of project proposals, with the ability to work across functional boundaries and build a team are required.
  • Expert knowledge in Earned Value Management.
  • Experience in managing technical baseline and Contract changes.
  • Experience with pricing activities - basis of estimate, bill of materials, Pro-pricer and Risk and Opportunities management associated with program planning and pricing.
  • Ability to lead cross-functional teams and coordinate with peers across functional boundaries to develop solutions to complex problems that satisfy multiple stakeholders.
  • Ability to initiate, plan, execute, monitor, control and close projects.
  • Ability to prioritize, multi-task, and delegate.
  • Ability to identify, manage and mitigate risk.
  • Ability to plan strategically.
  • Ability to effectively represent the Company / Program(s).
  • Excellent oral and written communication skills; briefing skills are an essential aspect of this role.
  • Ability to effectively manage interpersonal relations and conflicts.
  • Ability to use objectivity, creativity, and analytical ability to solve problems.
  • Extensive experience with MS Office products.


Preferred Education, Experience, & Skills
  • Ability to hire, develop, motivate, direct, and retain staff.
  • Extensive experience with US Army acquisition processes for domestic and FMS programs and experience with management of these programs.
  • Understanding of industrialization and facilitation process.
  • Understanding of FMS offsets.
  • Association with organizations for project management (e.g. Project Management Professional (PMP) Certification or similar). PMP certification preferred.
  • Lean Experience.
  • Master's Degree preferred.
