Senior HQ Program Quality/Continuous Improvement Manager


Vectrus is seeking a Sr. HQ Program Quality/CI Manager to join our team and support our clients worldwide. The position is responsible for overall support of the development, implementation, and maintenance of quality assurance/control plans for multiple programs/projects across the organization. They will work closely with HQ Quality Managers (or designees) on respective programs/projects, as well as interface with the program workforce and Government customers to ensure contract performance meets and/or exceeds expectations and assist in determining systemic issues.

The HQ Program Quality/CI Manager is responsible for supporting/conducting performance studies, coordinating, communicating & monitoring the contract quality control/assurance program & surveillance systems for support of base operations & support services, information technology management services, engineering and digital design, and strategic programs. The individual is a technical authority & advisor to a Programs' Manager/Director (PM/PD), Quality Manager, Branch Managers, Managers & Supervisors on matters of contract quality assurance & surveillance. They will establish & maintain professional working relationships in order to ensure that quality management, monitoring & evaluation of contractor performance are documented.

Develops implements & manages the resources for the Quality System (QS). They will help ensure the implementation and effectiveness of the Business/Quality Management System (BMS/QMS) operational & functional elements. The individual monitors, inspects, evaluates, validates & analyzes service delivery, policy, procedures and related documentation & records while also helping to analyze discrepancies, assists in identifying the root cause analysis (RCA), helps validate corrective action implementation and promotes continuous improvement.

Attend and be an active participant in Quality staff meetings & report on pertinent information or status on minor & major program elements, quality related statistics & system elements with respect to quality problems or opportunities. The individual will work closely with the Enterprise Quality Manager to ensure alignment with Vectrus Quality directive and Quality vision.

  • Extensive knowledge of the practices, policies and procedures of related functional and administrative activities such as contract administration, engineering, production, procurement, logistics and supply
  • Effective communications skills appropriate for facilitation & coordination of QA plans & programs within these activities & skill in applying this knowledge to the planning & accomplishment of a variety of difficult & complex work assignments
  • Directly/indirectly manages a team of HQ Quality Leads managing portfolios, providing guidance and mentorship on how to manage various risks or concerns
  • Responsible for establishing and implementing a Quality System (QS) & program with related process infrastructure, to include supporting local quality managers on programs manage departmental resources for; audits, inspections, analysis, compliance, functionality and capability; maintains the overall QS and operations, reporting and record keeping;
  • Ensures Quality Managers on Programs/projects, as well as Functional Area Management, are aware of BMS performance and related problems, failures, root causes, and corrective action implementation and effectiveness for identified deficiencies, promotes best practices and continual process improvement
  • Coordinates deficiency corrections and identified process improvements with supervisors and management and serves as the quality liaison to quality representatives (as needed), to ensure that the BMS's quality system complements and complies with the Program, Government, regulatory and contractual requirements
  • Responsible for supporting the programs establish and implement a Quality System (QS) & program with related process infrastructure, to include managing departmental resources for; audits, inspections, analysis, compliance, functionality and capability;
  • Supports programs maintain the overall QS and operations, reporting and record keeping;
  • Specialized areas of performance: ability to facilitate business negotiations, gain cooperation and coordinate the work of others, skilled in written and oral presentations, capability to adjust work operations to meet emergency or changing program requirements within available resources, ability to establish objectives and performance goals and assess progress, ability to evaluate and validate organizational and operational problems and develop timely and economical solutions.
  • Prepare/assist in preparation of responses for submission to internal Legal or contracts team for reviews and submissions to our clients, as required.
  • Perform other tasks & duties as business may dictate and as assigned by Sr Leadership


Education / Certifications:
  • Bachelor's degree in Quality, Engineering, Business Management, Finance, Legal, Contracts or related field
  • Master's Degree in business, considered a plus.
  • Lean Practitioner or Six Sigma Green Belt Required.
  • Able to obtain ASQ or accredited Certified Quality Auditor certification
  • Certified PMP a plus
  • ISO/CMMI/ANSI related training/experience preferred
  • Military or Industrial Engineering training in Quality Assurance/Quality Control standards preferred
  • Must be a U.S. Citizen that possesses or can possess a Secret Security Clearance

  • Minimum of three (3) years of general experience in; managerial, budgetary, professional, investigative & technical activities related to the provision of services in support of specified military base support operations & logistical service contracts preferred.
  • Minimum of five (5) years of experience in progressively responsible positions in support of Contracts, and QA/QC related work encompassing the following: program planning, contracts client response preparation, program proposal preparation, earned value management (EVM), data collection and analysis, quality, Six Sigma/Lean techniques, broad knowledge of organization and functions for a military base operations including logistics, customer service, communications, supply & transportation, information technology (IT), and/or engineering or design.
  • Proven track record in the application of Quality and Lean methods to business improvement.

Skills & Technology Used:
  • Excellent written and oral communication skills
  • Proficient in the Microsoft Office Suite, including SharePoint & Power BI.
  • Proficient in budgets, benchmarking and gathering statistical information of services provided
  • Must be able to supervise & manage the activities of multi-national and culturally diverse work force
  • Result orientated "change agent" who is an effective business systems thinker.
  • Able to manage risk and ambiguity on a project.

Other Requirements:
  • Work is predominately performed in standard office space if not traveling up to 50% of the time to various CONUS and OCONUS project locations.
