Job Summary

Responsible for implementing a comprehensive Talent Acquisition (TA) strategy for Enterprise, inclusive of programs designed to support attracting, selecting, and acquiring talent to meet business needs and enhancing DEI at PSEG. Lead a team, comprised of PSEG professionals and contractors, provide overall direction and management for a full cycle recruiting strategy, branding, best practices, systems and technology enhancements while maintaining current knowledge of recruiting issues in industry and trends. Responsible for TA vendor selection and overall vendor management. Accountable for compliance and TA Operations, inclusive of managing risks associated with new hire and key position background check. The role includes benchmarking on TA related items and implementing leading practices for the TA function. Also responsible for running the pre-hire testing program, ensuring a substantial number of applicants are tested each year to fill roles to meet the business needs. This also includes evaluating the tests that are used and the results to ensure tests and cut scores are appropriate. Based on this work, make recommendations to improve and streamline the testing program.

Job Responsibilities

  • Responsible for creating, selling and managing the Enterprise strategic direction for the Talent Acquisition function, inclusive of all facets of the hiring process. The roadmap includes programmatic as well as technology solutions that improve the experience of stakeholders, raise productivity, and increase engagement.
  • Work with the lines of business at all levels to design and implement programs to attract talent to PSEG. Develop, implement, and monitor progress through qualitative and quantitative measures to assess overall effectiveness of programs. Maintain awareness of the current and anticipated staffing needs of the entire organization by working closely with business leaders.
  • Select and manage vendors that provide TA services to PSEG, taking into consideration short and long term objectives. Focus on governance, issues and risk mitigation. Track, create, amend, and update contractual documents; escalate, manage executive reporting and meet with vendors' executive teams, HR Leadership and Procurement to achieve and maintain accountability, compliance, SLA metrics. Work with vendors to implement leading practices and provide high-quality efficient services for internal and external stakeholders.
  • Responsible for running the pre-hire testing program, ensuring a substantial number of applicants are tested each year to fill roles to meet the business needs. This also includes evaluating the tests that are used and the results to ensure tests and cut scores are appropriate. Based on this work, make recommendations to improve and streamline the testing program.
  • Direct the TA Operations team to ensure effective and efficient on boarding of hires. Manage the PSEG background check practice inclusive of background checks for new hires as well as recurring background checks for key positions. Responsible for 810 compliance.
  • Recommend appropriate executive retained search firms and manage executive level searches from the identification of the need with the Executive through candidate on boarding.
  • Evaluate current state processes and identify areas for improvement. Benchmark processes and programs to improve operational performance and enhance compliance. Implement changes effectively through strategic change management approaches. Develop, deploy and manage training programs that support overall TA performance.


Job Specific Qualifications

• Bachelor's degree and 10 years in Human Resources experience, with 5 years experience in Talent Acquisition
• In lieu of a degree, 15 years in Human Resources experience, with 8 years experience in Talent Acquisition
• Ability to lead, develop and execute on TA strategy encompassing recruiting for high volume as well as hard to fill roles, and positions at all levels
• Drive DEI agenda throughout the hiring process as a business partner and change agent
• Experience in contracting with and managing outsourced vendors
• Experience in managing high level and confidential searches
• Experience interacting with high level Executives and key stakeholders
• Strong project management skills with demonstrated implementation and change management experience
• Demonstrated proficiency in creating and delivering client presentations at all levels and to varied internal and external stakeholders
• Process improvement and change management experience in a corporate environment
• Networking with industry peers to identify leading practices so as to determine applicability to PSEG. Sell strategies internally, implement, and monitor progress
• Ability to work on multiple projects in a fast paced environment through all levels of the Enterprise as a business partner

Desired:
• Experience in managing client relationships at a Fortune 500 company
• Master's degree in a related field
• Prior experience with pre – employment testing and assessment programs
