Job Description:

Parsons is seeking to hire a Technical Director, Rail Transit Solutions with extensive experience in Communications Based Train Control (CBTC) Systems and/or Positive Train Control (PTC) systems . The candidate must have experience in managing the design and implementation of CBTC and/or PTC systems in a brownfield environment and be very familiar with the CBTC systems architecture as defined in IEEE 1474 regarding, automatic train supervision, automatic train protection and automatic train operation. The candidate must be an experienced Engineering Manager who is capable of leading a Systems Engineering team on a large scale rail transit project. The candidate must exhibit strong communications skills and be able to lead technical meetings with the client, suppliers and the consultant team regarding all aspects of CBTC design and implementation.

Technical Responsibilities
  • Assess functional/performance requirements and documentation for CBTC systems based on client needs and requirements
  • Assess requirement specifications, interface specifications and test requirement documents
  • Evaluate or prepare operational plans and reports that relate to CBTC system operational and performance requirements
  • Assess plans and technical documentation to support a safe, reliable, maintainable, high quality, and sustainable train control system
  • Present technical designs to clients and engineering/management groups in clear, complete, concise and non-ambiguous terms
  • Lead/chair client discussions by professionally and accurately communicating the system design information
  • Provide technical direction and guidance to the engineering teams including setting priorities and schedules
  • Perform system design tradeoff analysis and provide technical direction
  • Review and comment on top level technical designs and documentation to ensure compliance with specifications and standards
  • Develop and review CBTC system implementation schedules
  • Identify and assess technical risks and propose mitigations
  • Maintain high personal productivity while working interactively with other team members and client groups.

Management Responsibilities
  • Lead engineering team by defining work, coaching, monitoring their progress and giving general direction and guidance
  • Provide work plan estimates and descriptions based on knowledge of the work and project requirements
  • Develop Strategic Papers on the application of CBTC and/or PTC on an operating railway
  • Represent Parsons at Agency Meeting and with Signaling Suppliers
  • Candidate will be expected to graduate through the Parsons' Project Manager Certification Program and perform the role of Project Manager on a Rail Transit System project

Skills and Knowledge
  • Knowledge of requirements management tools, such as DOORS
  • Proficient with MS Word, Excel, Outlook, PowerPoint, Visio, MS Project or equivalent
  • Strong technical writing skills and interpersonal communication skills
  • Knowledge of related industry systems engineering standards and processes and best practices
  • Has understanding and experience with industry best practice structured engineering design and development processes
  • Ability to apply IEEE 1474 and/or CENELEC standards and/or working knowledge of these standards
  • Experience deploying PTC and/or CBTC systems on an operating railway

Years of Experience
  • 15 years minimum in the design and implementation of CBTC and/or PTC Systems

  • B. Eng. or higher or in related discipline such as Electrical Engineering, Computer Engineering, Systems Engineering or equivalent
