Assistant Engineer (Electrical – Control System)

Advance your career as an Assistant Engineer (Control System) with an industry-leading water and wastewater utility. The current openings are: (1) the Supervisory Control and Data Acquisition (SCADA) Engineering Section and (2) the Wastewater Control System Management Section (CSMS). Assistant Engineer is the second-level position in the engineering series, reporting to a Senior Electrical Engineer. There are currently two vacancies that may be filled from the hiring lists that are established from this selection process.

One opening is the SCADA Engineering Section, part of East Bay Municipal Utility District's (EBMUD's) Water Sector Operations and Maintenance Support Department. This section is primarily responsible for providing control system and communication support to EBMUD's water distribution system, water treatment plants, and water supply.

The second opening is in the Wastewater Control System Management Section, part of the EBMUD Wastewater Department's Treatment Division. This section is responsible for providing control system and communication support to EBMUD's wastewater treatment plant, remote pumping plants, wet weather facilities and recycled water facilities.

The ideal candidates for these positions will demonstrate experience in the following:

Control System and Instrumentation Technical Knowledge:
Research, develop, interpret, maintain, and troubleshoot instrumentation and control systems including SCADA, PLCs (programmable logic controllers), DCS (distributed control systems), security systems, process control strategies, P&ID (process and instrumentation diagrams), process control elevation and layout drawings, process control panels, and PLC elementary diagrams.

Computer, Networking and Control System Applications:
Program, configure, and document PLCs, SCADA, DCS, Human-Machine Interfaces (HMIs), data communication radios, security systems, network routers, switches, servers, firewalls, and Windows-based servers/workstations. Experience with Cisco equipment and computer security is a plus.

Control System Troubleshooting Skills:
Troubleshoot various process control and information systems including PLCs, SCADA, DCS, wired and wireless communications, information system networks, and security systems.

Project Planning and Management:
Plan and develop project scope, schedule, and budget for complex control systems engineering projects; prepare contract bid documents; coordinate work of multi-disciplinary teams; direct, monitor, and control project activities; ensure compliance with scope, goals, schedules, and budgets.

Construction and Maintenance Support and Start-up:
Provide construction and maintenance support, start-up, and commissioning for various process control projects and operation facilities.

Planning, Technical Review, and Research:
Plan and perform preliminary design for control system related projects; conduct engineering analyses; review and evaluate technical submittals, proposals, and reports; prepare all necessary documentation.

Written Communication:
Prepare concise and accurate engineering reports, correspondence, and memos for a wide variety of audiences including EBMUD staff, government, regulatory agencies, contractors, and the public.

The salary range is $9,469 per month increasing to $9,942, $10,439, $10,961 and $11,509 after 6, 18, 30, and 42 months, respectively.

1. A bachelor's degree in an ABET-accredited electrical or closely related engineering curriculum OR a California EIT Certificate;

2. Two years of engineering experience (subsequent to obtaining the degree) at a level comparable to, or higher than EBMUD's Junior Engineer classification. An advanced degree in an accredited electrical or closely related engineering curriculum may be substituted for one of the required years of experience.

A computer engineering degree and/or related coursework may be considered.

The Selection Process:
1. Submit a completed EBMUD application and the required supplemental question responses online at by 4:30 p.m., Friday, October 1, 2021. Only application materials submitted online during the filing period will be accepted.

2. Candidates must achieve a passing score on each test part in order to advance to the next step in the selection process.

3. All qualified applications and supplemental responses will be competitively evaluated, with those candidates receiving a passing score to be invited to a panel interview scheduled for late October or November 2021.

4. Successful candidates will be placed on the hiring list, based on rank, for further consideration to fill the current regular vacancy, as well as others occurring over the next 12 to 24 months.

5. The probation period for this position is: 12 months. For those holding civil service status the probation period is 6 months.

6. All employment offers are conditional, pending the results of a Live Scan background screening. All selected finalists must participate in the Live Scan background screening process to remain in consideration for EBMUD employment.

The Evaluation of Training and Experience is the first stage of the selection process.
