Information Systems Support Analyst II (Water Conservation Division)

Under general direction, the Information Systems Support Analyst II (ISSA) in the Water Conservation Division provides operating support to the East Bay Municipal Utility District's (EBMUD's) water conservation program including work on in-house and vendor software applications. The ISSA will be on point to resolve complex issues, which will involve frequent and effective communication with a wide variety of people, technical expertise, and excellent troubleshooting skills.

Duties will include:
• Administering the Water Conservation Division's database and other systems.
• Supporting EBMUD's Software as a Service contract for a web portal offering consumption data, leak alerts, customer communications, and other services.
• Representing the water conservation program in the development of in-house software including the Customer Relationship Management (CRM) and Water Conservation Management System (WCMS). Develop detailed specifications and user stories, coordinate with other stakeholders, and ensure user acceptance testing and sign off.
• Reviewing impact of proposed system and functional modifications to existing business process.
• Acting as a liaison between system users, Information Systems Department (ISD) staff to identify and document system modifications for functionality, data structure, screens, and reports to meet user needs
• Investigating and analyzing system issues.
• Preparing test cases to thoroughly test enhancements and fixes.
• Developing and running queries on various systems to extract data and prepare reports.
• Preparing user documentation of system operating procedures.
• Providing one-on-one, small group and classroom style training to system users.
• Analyzing cost effectiveness and results of water conservation programs like leak alerts, home water reports, customer water budgets, and rebate programs. Recommend program improvements based on data and analysis.

Candidates should demonstrate the following:
• Knowledge of water conservation and/or other efficiency programs
• Excellent customer service skills and experience
• Effective oral and written communication skills
• Ability to establish and maintain effective working relationships with a variety of staff at all organizational levels
• Project management skills including meeting deadlines, tracking budgets, and coordinating activities with various people and groups
• Ability to handle multiple assignments concurrently
• Working knowledge of the use and operation of PCs in business applications
• Working knowledge of system analysis methods and business process development techniques
• Ability to detect and identify the causes of errors in data integrity from reviewing computer output, the results of online user processed transactions, or other sources
• Experience developing and understanding SQL queries
• Experience using Word, Excel, Access and Visio proficiently

• Experience with water conservation technology and practices

• User and technical documentation, business systems analysis methodologies and techniques

The salary range is $9,016 per month increasing to $9,467, $9,940, $10,437 and $10,959) after 6, 18, 30, and 42 months, respectively.

1. A Bachelor's degree in business or public administration, information processing, computer science, or closely related field. Additional qualifying experience may be substituted for the required education on a year for year basis.

2a. Two years of programming, systems analysis or other related technically based computer support experience for a business information system; OR

2b. Two years of experience maintaining and processing input and output data for an information system comparable to that where the position is assigned.

The Selection Process:
1. Submit a completed EBMUD application and the required supplemental question responses online at by 4:30 p.m., Friday, October 1, 2021. Only application materials submitted online during the filing period will be accepted.

2. Candidates must achieve a passing score on each test part in order to advance to the next step in the selection process.

3. All qualified applications and supplemental responses will be competitively evaluated, with those candidates receiving a passing score to be invited to a panel interview tentatively scheduled for late October or early November 2021.

4. Successful candidates will be placed on the hiring list, based on rank, for further consideration to fill the current regular vacancy, as well as others occurring over the next 12 to 24 months.

5. The probation period for this position is: 12 months. For those holding civil service status the probation period is 6 months.
