Job Summary

Reporting to the VP, IT Shared Services, the role of the Director of Quality Engineering is critical to the success of Blue Shield of California and the Information Technology department in realizing its goals and objectives. This individual will play a key role as part of the quality engineering team in delivering and collaborating on all aspects of product development. The quality engineering director will also provide leadership to transform the Quality Engineering Services department to Champion quality for all products deployed to production and be the vocal advocate of the customer.

Responsibilities
  • Provides leadership for organization definition, planning, staffing, and development to create a Great Place to Work.
  • Develop and drive a detailed strategy for QE in support of Business and IT roadmap initiatives.
  • Trusted Partner for Enterprise Architecture, Application Services, Program/Portfolio Management, Infrastructure Services, Data Services, and Business Unit leaders to collaborate on work to identify and implement an effective combination of standards, governance, and to ensure product quality throughout the delivery lifecycle.
  • Create and drive an organizational culture of continuous capability development and efficiency.
  • Create and implement the approach and plan to define, implement, and measure process improvements across QE.
  • Engage and communicate with executive leadership to provide transparency with data to enable executive decision-making.
  • Plan and maintain fiscal responsibility of the organizational budget and drive efficiencies to control spend.
  • Other duties as assigned.




Qualifications

Knowledge and Experience:
  • Minimum of 10 years of prior and relevant experience required, including 6 years of management experience.
  • Bachelor's degree required; emphasis on technology preferred.
  • SAFE Agile certification preferred;
  • Typically, viewed as a specialist within discipline. May have broad knowledge of project management.
  • Requires deep knowledge of job area typically obtained through advanced education combined with experience.
  • Excellent analytical and problem-solving skills.
  • Generally, responsible for providing guidance, coaching, and training to other employees within job area.
  • Generally, responsible for managing major/complex projects involving delegation of work and review of work products.
  • Requires business acumen, strategic thinking, financial analytical skills and decision-making skills.

Office Environment - roles involving part to full time schedule in Office Environment. Based in our physical offices and work from home office/deskwork - Activity level: Sedentary, frequency most of work day.
