Program Manager III

Job Description
BAE Intelligence Solutions is seeking a dynamic and experienced leader to serve as Program Manager (PM) of a large, multi-faceted analytic cost plus fixed fee contract reporting to the Director of Virginia Operations, within Mission Intelligence Business Unit. The PM will be responsible for effectively managing a contract with an FTE of 200+ personnel located at three sites, with a value in excess of $200M. The PM will oversee daily operations to include program execution, financial performance, strategic direction, and new business growth, be responsible for the attainment of short- and long-term financial and operational goals, and cultivate strategic partnerships to bring technical innovations to the program. The successful employee will have strong leadership, communications skills, driving growth and delivering business operations expertise.

The individual selected will be co-located with the customer/working on site in the Tysons area and will be responsible for adhering to the Statement of Work. Responsibilities include building and enhancing the success of an established high performing team in executing analysis and production; leading all Program planning and execution functions including cost, schedule, technical, security, process innovation, training, development, and reporting. In addition, the PM will be the main point of contact to the Government program managers and COTR and will oversee the daily production effort, delivery schedule, and process improvement. The successful candidate will continue to shape the strategic direction of the Program, effectively connecting the key elements of people and processes and technology, to maintain a competitive edge.

• Effectively lead cross-functional teams to ensure projects are being managed and driven to closure within specified timelines and budgets.

• Ensure timely and effective execution of organizational initiatives: Lifecycle management, diversity, ethics, efficiency, training and education, and people development.

• Ensure organizational and functional alignment in the design and execution of initiative efforts.

• Ensure compliance with laws, regulations, and company policy across all areas of responsibility.

• Develop required inputs for monthly business reviews including program highlights, financial status, contract status and identification of key issues, and participate in/lead periodic business reviews as required.

Required Education, Experience, & Skills
  • Bachelor's degree, coupled with five or more years of demonstrated Program Management/Deputy Program Management experience for programs of similar size.
  • Comprehensive knowledge of and demonstrated subject matter expertise in HUMINT and/or clandestine collection activities as well as the National Watchlisting process.
  • Demonstrated subject matter expertise in document analysis.
  • Demonstrated experience in managing a profit and loss program of over $100M.
  • Experienced leading globally dispersed teams, designing and leading transformational and transactional change, improving processes, analyzing and mitigating risk.
  • Skilled at managing large/complex projects and budgets.
  • Ability to collaborate with senior intelligence, military, diplomatic, law enforcement, and corporate leaders worldwide.
  • Candidates must have a current clearance with full scope polygraph in order to qualify.

Preferred Education, Experience, & Skills
  • PMP certification (DAU, PMI, or sponsor PM course certification).
  • An advanced degree is desired
