WGL - SENIOR SPECIALIST, MATERIALS MANAGEMENT

Our WGL team is looking for a Senior Specialist, Materials Management. In this role you will be responsible to monitor and facilitate the activity between the Integrated Supply (IS) service provider and Washington Gas on all areas defined in the outsourced contract ($38M/year), including ensuring internal/external WG stakeholder needs and expectations are being met, day-to-day management of services to the contracted scope of work, inventory materials management and control. Supports and coordinates the global materials strategy (short/long).

What you'll be doing:

  • Oversees all aspects of the IS contract, including the attainment of Service Level Agreements (SLA's), Supplier Performance Management (SPM) assuring that purchase requisitions are processed timely and accurately sourced to purchase orders.
  • Responsible to ensure Integrated Supplier's compliance with Agreement terms, including negotiations and adjustments to contract, and 3rd party contracts; tracks milestones, logs and files updates, manages benchmarking process and responds to questions and issues; participates in renegotiations of or adjustments to outsourcing contract.
  • Leads and participates in RFx, pricing analysis, negotiation strategies, contract agreements, amendments and addenda as well as market trends, best practices, industry bench marking and peer reviews.
  • Oversees the contractual aspects of the outsourced services, including stock material pricing, spot buy pricing, and variable management fees.
  • Monitors bi-monthly invoice and inventory interfaces from IS into WGL's PS system. Verifies invoice transactions, validates pricing is in accordance to contract, obtains Executive approval and routes to AP for payment.
  • Analyzes data to track business case attainment of IS contract for rate-making purposes.
  • Works with service provider and business units to develop a material forecast; approves inventory stocking levels; reconciles materials requisitions issued from Work Management System with requisitions received in service provider software (ASP) and leverages global demand to further enhance inventory levels and turns.
  • Approves the plan prepared by the service provider for physical or cycle inventory count of WG owned material at service provider location and WG depots, including schedule, communications plan, logistics and controls and reports.
  • Serves as business owner of PeopleSoft production Supply Chain as it relates to ASP; oversees WG and service provider systems upgrades and tests changes before putting into production; performs control tests, including SOX KCA's and other controls related to service provider outsourced functions.
  • Creates, consolidates and complies with related policies, procedures, SOPs, operational and SOX controls and accountable for all audit related activities across the organization.
  • Supports Washington Gas users and other stakeholders by responding to contract questions/issues, ensures knowledge sharing from/with provider and provides contract awareness training internally to major stakeholders as needed.


What you must have:

  • Bachelor's degree in business administration, Supply Chain, finance or related field; or equivalent years of directly related experience.
  • At least 5 years of related experience in supply chain, procurement or contract administration/management.
  • Working knowledge of automated supply chain systems required; Knowledge of PeopleSoft Supply Chain module solution preferred.
  • Working knowledge of inventory accounting as it applies to income statements and balance sheets preferred.
  • Working knowledge of Washington Gas or utility work construction processes, policies and procedures is preferred.
  • Demonstrated ability to work as an effective member of a team, to successfully build consensus, and to resolve issues with various stakeholders to mutual satisfaction.
  • Demonstrated competency in translating data into information and drawing conclusions from it.
  • Demonstrated ability to make presentations and effectively communicate complex messages in a logical and concise manner.
  • Demonstrated strong interpersonal, organizational and communication skills needed to manage multiple clients, competing priorities and tight timelines.
  • Proven working knowledge of business software and applications, such as Microsoft Office (Word, Excel, PowerPoint).
