Senior Manager, Public Payer and Health System Strategy

Job Description

The Senior Manager, Public Payer and Health System Strategy is responsible for developing key components of Biogen’s Medicaid-related market access strategies and engaging state and contracted Medicaid payers in the US on matters pertaining to access and reimbursement of current and future Biogen products.

This position will primarily focus on the Medicaid channel but will also participate and be involved in impact analyses and strategic planning with respect to other public programs, including Medicare. More specifically, the Senior Manager will be responsible for:
  • Identifying & addressing access barriers and healthcare policy trends in the states and evaluating their impacts on all of Biogen’s therapeutic areas.
  • Developing and implementing key components of Biogen’s Medicaid (Title 19 of SSA) engagement strategy and tactical plans to address coverage and reimbursement challenges with respect to current and future Biogen products.

This position reports to the Director, Public Payer Strategy, and is a member of the Strategy & Operations group of the US Market Access & Reimbursement (MA&R) organization. This position also works closely with the Public Policy & Government Affairs (PPGA) team based in Washington, DC to align public policy strategies with market access objectives.

Expected travel is 20-25%, including regular trips to Biogen’s Washington, DC office.


Preferred Experience

At least 5 years of market access or public policy experience relevant to the pharmaceutical or biotechnology industries.

• Background in pharmacy, nursing, clinical research, health law or health economics

• Previous experience conducting analyses of federal and state pharmaceutical policies impacting coverage, reimbursement, and patient access.

• Strong foundational understanding of:

o US health care delivery and payment/insurance systems

o Government payer coverage policies, particularly in the Medicaid program, and the market and political forces influencing these decisions

o The impact of the Medicaid program and its related regulations on the wider governmental and commercial pharmaceutical markets


Bachelor’s degree required, an advanced degree in law, public policy, public health, health economics or pharmacy science desirable
