Join us at BGCAPP (Blue Grass Chemical Agent-Destruction Pilot Plant) where we will design, build, systemize, test, operate and close the plant whose mission is the safe and environmentally sound destruction of the chemical weapons stockpile stored at the Blue Grass Army Depot (BGAD) in Richmond, KY. The 15,000 acre depot stores mustard and nerve agent in rockets and projectiles. Our design concept for the pilot plant maximizes the use of existing technology from other successful chemical demilitarization facilities as well as First of a Kind (FOAK) technology. Parsons is currently seeking a Deputy Waste & Munitions Handling Manager.

Duties and Responsibilities:
  • Functionally manages the waste and munitions handling staff (EDT/SDC 1200/SDC 2000/SCWO/Operations/Operations Support) and the interface with Amentum's Operations Support Manager and Area Supervisors. Key to success is the ability to manage the team and the organizational interfaces within a complex multi-company project.
  • Develops reviews and approves staffing budget estimates and staffing assignments on a project located in Richmond, KY. Anticipates and maintains appropriate staffing level. Reviews and approves staff forecasting reports.
  • Functionally manages all munitions and waste management functions required for the project.
  • Monitors the performance of each team, ensuring that disciplined execution and compliance requirements are satisfied. Works closely with Plant Management to resolve any existing or forecasted problems related to staffing, quality of work, performance, or productivity.
  • Reviews standards and procedures manuals for each discipline, verifying they are up to date to the current design processes. Recommends improvements to department procedures.
  • Recruits, interviews, and evaluates prospective employees. Hires, offers personnel development, conducts performance evaluations, counsel employees, takes corrective actions (as required), and approves terminations. Ensures that new employees receive orientation on company policies and procedures.
  • Ensures performance within overhead budgets authorized for each discipline.
  • Actively participates in and promotes the Quality Improvement Program.
  • Senior Functional Manager for about 275 EDT, SDC 1200, SDC 2000, SCWO, Waste, Operations and Operations Support staff.
  • Functionally manages the Munitions and Plant Waste Tracking records and documents.
  • Responsible for compliance with contract requirements outline in applicable CDRLS including D012 (Hazardous Waste/Material Management Procedure) andD013 (Hazardous Waste Shipping Procedure).
  • Oversees the administration and performance of waste disposal, recycling, and transportation contractors
  • Attend required regulatory and Project required training, and assures their staff does the same
  • Performs other responsibilities associated with this position as may be appropriate.

Experience and Requirements:
  • 4-year degree in Engineering (or related field) and 10+ years of related work experience, including waste management and/or munitions handling, and supervisory/managerial experience. Previous Chem Demil, DOD, DOE, or government contract experience preferred.
  • Proven ability to perform in a supervisory/managerial capacity, excellent written and oral communications skills, and a thorough knowledge of industry practices and regulations are required. Must also possess a thorough knowledge of current regulations, capabilities, and efficiencies in the waste management industry.
  • The successful candidate needs the ability to effectively manage interfaces in a complex organization and the ability to think out of the box to efficiently manage personnel resources.
  • HAZMAT or Emergency Response Team experience is preferred.

Special Job Requirements:

BGCAPP is subject to the Army Regulations (AR 50-6 Chemical Surety and AR 190-59 Chemical Agent Security Program) which govern persons performing work under the Chemical Personnel Reliability Program (CPRP) and Unescorted Access Program (UAP). Depending on the work performed and the access granted a government security investigation and other physical requirements may be mandated. Eligibility to be placed in a CPRP or UAP position requires US citizenship.

BGCAPP is a Drug Free Workplace. All employees are subject to and agree to random drug and alcohol testing as a condition of continued employment for the duration of their assignment.

This position may also require use of PPE (Personal Protective Equipment) and personnel must pass a respirator fit test and pulmonary function test.

BGCAPP operates on a 24/7 schedule including weekends and holidays. Ability to work a flexible schedule may be required.
