Job Description:


Parsons is supporting the design and construction of a major capital line item projects at the Nevada National Security Site (NNSS) in support of the Enhanced Capabilities for Subcritical Experiments (ECSE) program. The ECSE program is managed by the US Department of Energy (DOE) National Nuclear Security Administration (NNSA) and consists of several projects with a total engineering, procurement, and construction value more than $1.5B. Parsons supports NNSA under our Enterprise Construction Management Services (ECMS) contract where we've been providing Owner's Agent / Trusted Advisor support since 2012.

The ECSE program is considered a first of a kind project with development, testing, engineering, procurement, fabrication, and construction occurring across several states and creating a project management challenge for integration and oversight of NNSA's Management and Operations (M&O) contractors at multiple NNSA field sites. Parsons role is to provide support directly to the NNSA Federal Project Director (FPD) who is responsible to manage the M&O contractors, provide technical and administrative oversight, and to safely deliver quality construction on time and on budget to meet program objectives.

The job is in North Las Vegas, NV. The successful candidate will be hired by Parsons and work as an embedded member of the Federal team, lead the Parsons staff, and work closely with the FPD responsible to deliver construction projects for the ECSE program. Construction projects are expected to extend through FY2025.


Provide comprehensive program and project management support to include but not limited to overall technical and administrative duties for the execution of the ECSE program capital line item projects. These duties will include monitoring and planning, multi-site execution of all technical, cost, schedule, risk, quality assurance and administrative functions. Attend integrated project team meetings and coordinate with all project stakeholders to ensure timely, accurate and effective communication is provided.

Reporting to the Parsons ECMS Program Manager, you will have act as the Parsons team lead for ECSE program support and primary technical point of contact with the NNSA ECSE FPD.

Performs other responsibilities associated with this position as may be appropriate.

Proven ability to perform in a management capacity, excellent written and oral communications skills, and a thorough knowledge of industry practices and regulations are also required. In addition, must be knowledgeable of current technology and how it can be effectively utilized on the project.

Knowledge, Skills, and Abilities: Exceptional leadership skills and excellent written and oral communications skills; Experience with Earned Value Management Systems; Ability to obtain a DOE 'Q' Security Clearance.

Minimum Education/Training Requirements: Bachelor's degree in Engineering (or related field) and 21+ years of related work experience, including supervisory/managerial experience

Minimum Experience: Experience on DOE projects and an understanding of DOE Order 413.3B required; Significant managerial experience providing direction and senior management for large and complex projects or programs; Significant project management and/or operations management experience at a senior level; Significant experience in support of technology development, maturation, and testing; Directing work involving complex technical situations with multiple interfaces in both design and construction
