Job Summary

With wide latitude for independent judgment, provides consultative technical, analytical and functional support in the area of contract administration for storm-use outside services contracts and outside services contracts used on other government funded programs. Contracts administered will include (but not be limited to)

Job Responsibilities

Provides consultative technical, analytical and functional support in the area of contract administration for storm-use outside services contracts and outside services contracts used on other government funded programs.

Provides assistance to Emergency Preparedness and Storm Operations personnel in activating and monitoring Storm material and service third-party providers according to the requirements of their FEMA compliant storm contracts and the processes established for activating outside services contractors during any potentially FEMA reimbursable event. Provides expertise, guidance/training and direction to Program Management contract staff and program managers on contractual issues and possible problems or areas of improvement, and makes recommendations to implement process.

Advises and adheres to risk-management policies.

Manages the change order process in accordance with statutory, regulatory, and policy procurement-related requirements, including: a) identifying changes to a contract, b) coordinating the preparation of an Independent Cost Estimate for the change; and c) conducting price and/or cost analysis of proposed price increase/decrease.

Monitors third party providers as relates to regulatory obligations and compliance on government funded efforts. (Such requirements for which compliance will be assessed may include, but are not limited to, monitoring contract pricing in accordance with terms and conditions, prevailing wage, supplier diversity, financial obligations/reporting for subcontracts, safety requirements, and technical reports.)

Engages with third party providers in obtaining necessary data to support and justify government regulatory-driven changes to contracts and advises on compliance implications to Procurement in negotiating change orders for both storm and blue sky contracts.

Creates/maintains complete documentation records of contract performance in accordance with PSEG LI guidelines and federal requirements, and establishes and implements process for tracking all contracts; maintains contract tracking database.

Supports and advises PSEG LI Procurement in the solicitation, evaluation and award of new contracts to address FEMA and other government compliance concerns for outside services contracts, including advising on the applicable compliance requirements for outside product and service storm contracts. Also, works with Procurement to coordinate all official PSEG Long Island communication with vendors relative to contract-related matters.

Advises PSEG LI Emergency Preparedness, Storm Operations and T&D Operations on contracting strategies to cost effectively meet government compliance needs in the context of legal and operational requirements.

Provides government compliance updates and addresses requests for ad hoc analysis regarding compliance related concerns for contractors or other third party providers.

Supports the audit facilitation team in providing data to address audit requests from LIPA and PSEG LI Internal Audit as well as government and other outside auditors.

Job Specific Qualifications

Required:
• BS/BA Degree with a minimum of 4 years’ experience in contracts administration
OR an Associates’ Degree with a minimum of 7 years’ experience in the field of contracts administration
• Experience with project and contract management principles and practices, including financial, cost management, contract terms and conditions, scheduling and cost control techniques.
• Demonstrated strong analytical ability.
• Prior experience with government funded awards (e.g. contracts and grants), with a particular emphasis on working knowledge of FEMA grants.
• Demonstrated effective written and oral communication and interpersonal skills.
• Demonstrated ability to effectively interact with external constituent groups and customers.
• Experience with Microsoft Office Suite, especially Excel and Word.
• This position requires driving to company locations and off-site assignments and events, applicants must possess and maintain a valid US driver’s license with a safe and satisfactory driver history.

Preferred:
• 10 years of experience with project and contract management principles and practices, including financial, cost management, contract terms and conditions, scheduling and cost control techniques. Demonstrated strong analytical ability.
• Prior experience with the full life cycle of government funded awards (e.g. contracts and grants), with a particular emphasis on working knowledge of FEMA grants.

This is a multi-level growth series position, the title, grade level and incentive target assigned to the successful candidate will be determined by assessing skills and related experience, learned through the interview process.
