WGL - Senior Regulatory Affairs Specialist

We have an available opportunity as a Senior Regulatory Affairs Specialist, that will provide regulatory support and analysis, within Rate & Regulatory Affairs (R&RA), as it pertains to regulatory filings and issues before the District of Columbia Public Service Commission (DCPSC).

You will:

  • Responsible for providing lead regulatory support in rate cases, accelerated pipe replacement proceedings, and regulatory filings before the DCPSC
  • Identifies issues of importance and identifies options where applicable, identifies business unit resources that are needed, and works collaboratively with cross-functional team members to complete filings on time
  • Reviews DCPSC Orders and provides brief assessments of key points within R&RA and to applicable business units
  • Reviews data requests and proposes assignments within business units and R&RA, reviews drafted data responses for appropriateness to question and for consistency with Company internal positions or policies
  • Ensures that all data responses are provided according to established deadlines
  • Assists with the drafting and editing of Company witness testimony
  • Takes initiative and identifies potential changes to Company tariffs that can better facilitate business unit or Company objectives
  • Works with legal department and business units to meet all regulatory reporting and compliance requirements in the District
  • Coordinating work, establishing internal schedules, and providing interpretation of Commission requirements, rules, and policies to business units on an ad hoc basis
  • Reviews data provided from business units for compliance reports and conducts detailed follow-up, as needed
  • Using data assembled from various business units, makes rate calculations for various tariff services, e.g., a rate for the Purchase of Receivables from competitive suppliers
  • Assists the Director and Manager of Rates & Regulatory Affairs in the management of DCPSC rate cases and other docketed state regulatory proceedings, on as needed basis
  • Identifies regulatory risks to the Company's financial and operational interests in the District, and provides options to address
  • Conducts research of regulatory and industry issues and trends that affect the Company's financial and operational interests in the District, including but not limited to local, regional, and national climate policy
  • Prefer experience and desire to serve as a Company witness


Must have:

  • Bachelor's Degree in Business Administration, Accounting, Finance, Economics or related discipline preferred
  • Minimum five (5) years regulatory and/or utility experience with a concentration in state regulatory area
  • Excellent organizational, analytical with strong communication skills
  • Must be comfortable working with Senior Management, Commission Staffs, and other stakeholders presenting and defending Company positions
  • Sound knowledge of utility ratemaking, rules, practices, and policies that govern the local gas distribution business. Specific knowledge for the District is a plus
  • Experience as, or willingness to be a witness in regulatory proceedings is a plus
